A provider should also consider different treatment of comparable learning and support gaps for mobile learners.","Assurance of the issue under review should draw on more than one form of evidence. Useful records include complaint and appeal routes, secure and verifiable learner records, clear identification of providers and awarding bodies, documented credit and recognition decisions, and published admission and recognition criteria. In relation to learning-outcomes-based qualifications, policy and records should be tested against actual practice, including evidence from learners where appropriate. A positive example may illustrate operation, but it cannot demonstrate coverage or consistency.","The review method for the relevant requirement should be reproducible. For the issue under review, the reviewer should begin with the intended public or educational outcome, map every activity capable of affecting that outcome, and record where responsibility passes between functions or organisations. Test boundary cases before confirming the scope. Documentation should be sufficient to reconstruct the judgement without relying on unrecorded explanation."]},{"heading":"Assessment of conformity","paragraphs":["The final record on learning-outcomes-based qualifications should identify the applicable expectation, the relevant scope, the evidence examined, the sampling basis, material exceptions and the reason for the conclusion. The approving record should explain how an alternative approach satisfies the governing requirement. No complete conclusion should be recorded while a material evidential limitation remains.","Proportionality in relation to the issue under review does not mean reduced protection for learners exposed to greater risk. A decision concerning the relevant requirement should recognise that transparency supports fair decision-making but does not make qualifications automatically equivalent. The basis and intended use of recognition should be explicit in each consequential decision. Oversight of the stated expectation should reflect the principle that the volume of documentation is not a measure of conformity. Relevance, integrity and coverage are more important than the number of records produced.","Decisions concerning the relevant requirement should remain traceable to the information available for the stated reference period. The reason for revision should be explicit, including whether it arises from new evidence, a methodological change or a different interpretation.","Accountability for the issue under review should follow decision-making authority. Relevant evidence should reach the body authorised to commit resources, amend policy or accept residual risk, and its judgement should be recorded. Where work is delegated, the record should continue to identify who is accountable for material consequences to learners.","The appropriate response to the issue under review is therefore one of controlled implementation and review. The decision record should connect the stated objective to suitable evidence and the position of those affected.
