Controls immutable editions, amendments, corrections, supersession, effective dates and transition periods.

## 1 Immutable publication **[REQUIREMENT]**

A published edition shall remain immutable. Any normative change shall be issued through a new edition or controlled amendment with documented impact, effective date and transition arrangements.

Evidence expectation: Content hash, publication event, change record and transition decision.
