ICEQC-ORG-2150:2026 — Remote and Online Education Quality Applicability Module Status: Approved Version: Edition 2026 Additional ICEQC education quality requirements for remote, online, blended and digitally mediated delivery. 1 Name 1.1 This document is ICEQC-ORG-2150, Remote and Online Education Quality Applicability Module. 2 Purpose 2.1 This Module establishes sector-specific application of ICEQC education quality requirements for remote and online education delivery within a controlled certification scope. 3 Authority and application 3.1 This Module forms part of the ICEQC education organization certification architecture and applies wherever remote, online, blended or digitally mediated delivery is material to the certification scope. 4 Certification object 4.1 The certification object remains the education organization and the exact scope confirmed under ICEQC-ORG-2000. 5 Selection rule 5.1 Required in addition to the applicable primary sector module wherever remote, online or digitally mediated delivery is material to the certification scope. 6 Inherited requirements 6.1 ICEQC-ORG-2000 and every applicable ICEQC-QF-1000 requirement continue to apply. This Module does not replace or reduce them. 7 Education-content boundary 7.1 ICEQC does not prescribe, authorize or approve substantive curriculum or subject content. The Module evaluates whether the organization controls the quality of its declared educational provision. 8 Voluntary certification boundary 8.1 Application of this Module does not confer authority to operate, award authority, institutional recognition, curriculum authorization or another regulated status. 9 No comparative status 9.1 This Module creates no score, rank, grade, star, tier, award or comparative position. 10 Scope profiles 10.1 Every applicable scope profile in Schedule 1 shall be recorded. A scope profile describes operating conditions and is not a certification level. 11 Core requirement treatments 11.1 The core treatments in Schedule 2 apply to the affected scope component. A treatment may strengthen or clarify a core requirement and shall not reduce it. 12 Evidence operation 12.1 A single controlled record may support more than one requirement where it is sufficient and traceable. Duplicate documents are not required solely to mirror clause numbering. 13 Remote delivery scope and configuration 13.1 The organization shall define and control every remote delivery mode, platform, application, domain, version, learner group, time-zone arrangement, support boundary and material provider within scope. 13.2 Application — Applies to every certification object using this sector component. 19 Participation and disengagement response 19.1 The organization shall use accurate participation indicators, disclose their meaning and respond to material disengagement without treating The organization shall provide accessible technical, administrative and educational support with defined channels, availability, response arrangements, escalation and closure. 20.2 Application — participation barriers and shall provide reasonable accessible routes, formats, assistance and alternatives for material learner functions. 21.2 Application — Applies to every certification object this requirement throughout every applicable scope component. 22 Digital resource version and availability 22.1 The organization shall control the accuracy, rights, version, release, availability, archive and replacement of material remote learning resources. 22.2 Application — Applies to every certification object using this sector module. 22.3 Non-applicability — NA is not available for a session control 23.1 The organization shall control scheduling, access, identity, educator assignment, attendance, interaction, recording, disruption, backup and follow-up for synchronous sessions. 23.2 Application — Applies where live remote sessions are delivered. 23.3 Non-applicability — NA may be confirmed only where no synchronous delivery exists. 23.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component. 24 Asynchronous pathway control 24.1 The organization shall control sequence, release, pacing, interaction, feedback, support, completion and change for asynchronous learning pathways. 24.2 Application — Applies where asynchronous learning is delivered. 24.3 Non-applicability — NA may be confirmed only where no asynchronous delivery exists. 24.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component. 25 Remote assessment integrity 25.1 The organization shall control identity, authorization, assessment conditions, permitted assistance, submission, time, anomaly, human judgement and review in proportion to consequence. 25.2 Application — Applies where assessment is conducted remotely or through a digital system. 25.3 Non-applicability — NA may be confirmed only where no remote or digital assessment exists. 25.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component. 26 Remote monitoring and recording 26.1 The organization shall disclose and control any monitoring, recording or invigilation purpose, data, access, retention, human review, alternative and challenge route. 26.2 Application — Applies where learners or educators are monitored, recorded or remotely invigilated. 26.3 Non-applicability — NA may be confirmed only where no such activity occurs. 26.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component. 27 Privacy and recording controls 27.1 The organization shall minimize and protect learner and educator information across collection, communication, recording, analytics, support, sharing, retention and disposal. 27.2 Application — Applies to evidence establishes fulfilment of this requirement throughout every applicable scope component. 28 Information security for remote education 28.1 The organization shall maintain proportionate security controls for accounts, content, communications, assessment, records, integrations, incidents, recovery and provider access. 28.2 Application — Applies to every certification object using this requirement throughout every applicable scope component. 29 Minor digital safeguards 29.1 The organization shall apply age-appropriate account, contact, visibility, messaging, moderation, recording, consent, reporting and escalation controls for every minor affected by remote delivery. 29.2 Application — Applies where a minor participates in or is materially affected by remote delivery. 29.3 Non-applicability — NA may be confirmed only where no minor is involved. 29.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component. 30 Automated educational function 30.1 The organization shall define, validate, disclose, monitor and provide human oversight and review for an automated function that materially affects access, recommendation, support, assessment, integrity, progression or another learner decision. 30.2 Application — Applies where an automated function materially affects a learner or educational decision. 30.3 Non-applicability — NA may be confirmed only where no such function exists. 30.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component. 31 Platform reliability and disruption 31.1 The organization shall define availability, capacity, monitoring, incident, communication, recovery, workaround and learning-continuity controls for each material remote platform. 31.2 Application — Applies to every certification object using this sector module. 31.3 Non-applicability — NA is not available for a mandatory sector requirement. 31.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component. 32 External platform and integration control 32.1 The organization shall retain accountability for educational quality where a platform, application, identity service, content service, communication tool or integration is provided externally. 32.2 Application — Applies where an external digital provider or material integration supports the scope. 32.3 Non-applicability — NA may be confirmed only where no material external digital provider or integration exists. 32.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component. 33 Cross-border and time-zone operation 33.1 The organization shall control service hours, communication, support, educator availability, data handling, learner information and continuity where remote delivery crosses time zones or country boundaries. 33.2 Application — Applies where learners, educators, providers or systems operate across material country or time-zone boundaries. 33.3 Non-applicability — NA may be confirmed only where no material cross-border or time-zone condition exists. 33.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component. 34 Digital workload and wellbeing 34.1 The organization shall plan and review screen time, synchronous demand, workload, pacing, breaks, contact expectations and escalation in relation to learner age, programme design and remote conditions. 34.2 Application — Applies to every certification object using this sector module. 34.3 Non-applicability — NA is not available for a mandatory sector requirement. 34.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component. 35 Remote completion and credential verification 35.1 The organization shall ensure that remote participation, achievement, completion and credential records are traceable to controlled identity, assessment and issuance evidence. 35.2 Application — Applies where a completion record, badge or educational credential is issued. 35.3 Non-applicability — NA may be confirmed only where none is issued. 35.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component. 36 Remote analytics and outcome claims 36.1 The organization shall define, validate and limit remote participation, engagement, progress, completion and effectiveness measures and shall not present platform activity alone as proof of learning. 36.2 Application — Applies where analytics or outcome measures are used for material decisions or claims. 36.3 Non-applicability — NA may be confirmed only where no such measure or claim exists. 36.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component. 37 Platform exit, portability and closure 37.1 The organization shall protect access, educational continuity, records, learner communication and controlled data export or disposal when a platform, provider, programme or remote service changes or closes. 37.2 Application — Applies to every certification object using this sector module. 37.3 Non-applicability — NA is not available for a mandatory sector requirement. 37.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component. 38 Evidence planning 38.1 The assessment plan shall apply every module-specific minimum-evidence and sampling rule and shall expand verification where a material exception or risk is identified. 39 Assessment conclusions 39.1 Each applicable additional requirement shall receive C, NC or confirmed NA. A positive decision remains prohibited while any applicable unit does not conform or any nonconformity remains open. 40 Certificate scope 40.1 The certificate and public register may identify this Module only for the exact scope components completely assessed under its effective version. 41 Surveillance 41.1 Surveillance shall address decision-critical module requirements, changes, earlier findings, incidents, complaints, public claims and representative scope components. 42 Change control 42.1 A material change in sector, learner group, programme, discipline, delivery mode, site, platform, partner, equipment dependency or public claim shall trigger module-applicability review. --- ICEQC certification is voluntary and does not constitute governmental authorization, institutional licensing, programme accreditation, degree recognition or academic equivalency.
