Executive summary

Accessible assessment arrangements are changes to the conditions in which a learner demonstrates knowledge, skill or competence so that a disability-related barrier does not decide the result. They are neither discretionary favours nor automatic reductions of the educational standard. This standards-interpretive study concerns organised assessment in early childhood, school, vocational, adult and higher education. It covers formative and summative work, admission and placement tests, classroom and course assessment, practical and workplace tasks, institutional examinations and assessments governed by an external body. It addresses disability-related barriers while recognising that language, poverty, gender, location and displacement may compound the consequences of disability. The Salamanca Framework calls for regular schools able to accommodate diverse learners through child-centred pedagogy and for policy, teacher preparation, participation and support.
