ICEQC-R-2015-08 — Baseline Requirements for Monitoring the Education Targets of the 2030 Agenda cover

Publication record

This is the controlled English edition. Evidence and institutional status are stated as at the evidence cut-off date.

Executive summary

The adoption of the 2030 Agenda places defined new demands on national and international education evidence. As at 24 November 2015, the Incheon Declaration, the Addis Ababa Action Agenda, the 2030 Agenda and the Education 2030 Framework for Action were officially available. Goal 4 and its targets therefore provide the policy concepts for this study. Later indicator selections, technical refinements and reported results do not. Baseline readiness must be assessed against the adopted target substance while the institutional status of each measurement proposal remains explicit.

the issue under review in Executive summary clarifies baseline preparation for the education targets of the 2030 Agenda to the observed condition to an authority capable of remedy; the governing question is whether the initial measure is conceptually and distributionally fit. This report defines readiness as more than the existence of a national value. A measure is ready when its policy concept is explicit; numerator, denominator, population, reference period and classification are stable; coverage and uncertainty are known; priority groups can be observed safely; releases are timely and revisable; and a named institution has authority, skills and recurrent finance to maintain the evidence. A number that cannot distinguish excluded populations, cannot be updated or cannot be explained is not ready for accountable universal monitoring.

The adopted scope reaches across entry, attendance, progression, completion, learning, early childhood, youth and adult skills, teachers, finance and learning conditions. These dimensions rely on different evidence. Administrative records describe registered learners and institutions but omit people never entering the system. Household surveys can observe education alongside poverty, disability and residence but bring sampling, response and household-coverage limitations. Assessments require explicit target-population and exclusion reporting. Censuses and civil registration support denominators but may be infrequent or incomplete. Finance and teacher systems need to show resources received and learner exposure rather than only national allocations or positions.

the issue under review in Executive summary brings baseline preparation for the education targets of the 2030 Agenda to the entitlement at issue alongside the limits of the available evidence; the governing question is whether the initial measure is conceptually and distributionally fit. Sex, household resources, location, disability, language, minority, migration and displacement status can each reveal unequal opportunity; intersections may reveal exclusion hidden within broad groups. Categories must be relevant, respectful, stable enough for comparison and safe to publish. Small or sensitive groups require visible uncertainty and protection, not statistical disappearance. Where an estimate cannot be safely or reliably released, the population and evidence gap should still be acknowledged. Disaggregation is a substantive requirement of universality.

The recommended national response is a target-to-source inventory followed by a public baseline-readiness statement. For every candidate measure it records source, variables, dates, population coverage, disaggregation, quality, release, authority and recurring cost. Gaps are prioritised by rights risk and decision value rather than ease of collection. Baselines use observed values or honestly labelled estimates, never invented precision. National, regional and global bodies should reconcile common concepts transparently while national institutions retain responsibility for evidence about their populations.

Key findings

  • An adopted global goal is not itself a measurable indicator; policy concept, target and measure must remain distinct.
  • Readiness requires definition, coverage, disaggregation, frequency, quality, release, authority and recurrent finance.
  • Universal monitoring should retain a common comparative core while allowing documented national measures that address local barriers.
  • Enrolment alone is insufficient; progression, completion, learning, skills, teaching conditions and resources require separate evidence.
  • Administrative, household, assessment, population, finance and workforce sources have different coverage and must be reconciled cautiously.
  • Priority disaggregation includes sex, resources, location, disability, language and population status, with selected safe intersections.
  • Baseline gaps and uncertainty should be explicit; pressure for completeness must not create false precision.
  • A public readiness statement should name evidence gaps, funded actions, responsible institutions, release dates and correction routes.

Scope and method

This global comparative indicator study is addressed to education ministries, national statistical offices, regional bodies and international institutions. It evaluates whether existing and planned evidence can support the education targets adopted within the 2030 Agenda and interpreted through officially available Education 2030 materials. It does not use later indicator decisions, later technical revisions or later results.

Evidence is limited to official United Nations, UNESCO and European institutional materials available by 24 November 2015. The analysis combines the adopted Agenda, Incheon Declaration, Addis Ababa Action Agenda, Education 2030 Framework for Action, rights guidance, statistical principles, global education evidence and European monitoring practice. Later indicator selections, subsequent technical revisions and later results are outside the evidence base and are not implied.

Part I

Interpreting universality after adoption

1

Universality across unequal starting points

Universality across unequal starting points defines the readiness question for the universal monitoring scope. For universality across unequal starting points, the population or responsible units are all countries and education systems, and the direct evidence concerns country and group baseline coverage. In examining universality across unequal starting points, a defensible readiness statement begins with the claim that the measure is expected to support, then identifies the observation unit and the limits of the inference. Within evidence on universality across unequal starting points, this order matters under the adopted framework: institutions should align evidence with the agreed education targets while preserving the distinction between a target concept and a formally selected indicator. For reporting on universality across unequal starting points, the public description should remain intelligible to affected communities as well as statistical specialists.[REF-01] [REF-02] [REF-03] [REF-06]

Within evidence on universality across unequal starting points, it can make a system appear ready because an aggregate exists while the entitled population, learning dimension or disadvantaged groups remain outside observation. For reporting on universality across unequal starting points, the authority should list plausible routes into and out of the universal monitoring scope, identify which omissions are concentrated rather than random, and avoid interpreting an unobserved population as a zero or as evidence of equal treatment. The main failure risk in universality across unequal starting points is that universality is mistaken for identical priorities or identical statistical capacity. In examining universality across unequal starting points, such a failure changes the substance of the result, not merely its presentation. Universality across unequal starting points in Part I — Interpreting universality after adoption locates baseline preparation for the education targets of the 2030 Agenda to population coverage and educational substance before comparison; the governing question is whether the initial measure is conceptually and distributionally fit.[REF-01] [REF-02]

In interpreting universality across unequal starting points, if a global concept requires a national correspondence, both should be retained so users can see how the reported measure relates to domestic programmes, rights and decision authority. The minimum requirement for universality across unequal starting points is to separate the common concept from nationally relevant routes, baselines and capacity needs. Within evidence on universality across unequal starting points, a full specification should name the numerator, denominator, reference date or interval, education stage, source coverage, classification version and treatment of missing evidence. For reporting on universality across unequal starting points, it should also state the national institution authorised to approve, release and revise the value. Universality across unequal starting points in Part I — Interpreting universality after adoption anchors baseline preparation for the education targets of the 2030 Agenda to the entitlement at issue alongside the limits of the available evidence; the governing question is whether the initial measure is conceptually and distributionally fit.[REF-02] [REF-03]

Source fitness for the universal monitoring scope depends on who and what can be observed. For reporting on universality across unequal starting points, administrative systems can provide detailed, frequent evidence on registered institutions and learners; household sources can include people outside formal provision and relate education to living conditions; assessments can describe achievement for a stated target population; and population sources can strengthen denominators. In interpreting universality across unequal starting points, for universality across unequal starting points, no source should be preferred merely because it already yields a national number. For decisions about universality across unequal starting points, coverage, timing, question or event definition and the principal error must accompany the result. Universality across unequal starting points in Part I — Interpreting universality after adoption frames baseline preparation for the education targets of the 2030 Agenda to distributional evidence beside the national or institutional aggregate; the governing question is whether the initial measure is conceptually and distributionally fit.[REF-03] [REF-06]

In interpreting universality across unequal starting points, the relevant disaggregation may include sex, household resources, location, disability, language or population status, selected according to rights, known barriers and decision use. For decisions about universality across unequal starting points, each group level and population share should remain visible beside any gap or ratio. Within the scope of universality across unequal starting points, intersections need sufficient precision and safe disclosure. For universality across unequal starting points, when the evidence cannot support a released estimate for all countries and education systems, the missing population and the action needed to observe it should still appear in the readiness statement. Equity is a readiness test within universality across unequal starting points, not a later optional refinement. Universality across unequal starting points in Part I — Interpreting universality after adoption clarifies baseline preparation for the education targets of the 2030 Agenda to the stated objective to a reviewable allocation of responsibility; the governing question is whether the initial measure is conceptually and distributionally fit.[REF-01] [REF-06]

Within the scope of universality across unequal starting points, the institution should test sensitivity to plausible alternatives, publish the material uncertainty and break a series when continuity is not defensible. For universality across unequal starting points, comparability is a reasoned conclusion supported by metadata, not a property conferred by using the same indicator label. Quality assessment of country and group baseline coverage should consider coverage, completeness, sampling and non-sampling error, classification consistency, timeliness, revision and comparability. For decisions about universality across unequal starting points, for universality across unequal starting points, an apparent country difference may arise from different ages, stages, questions or inclusion rules; an apparent trend may arise from a revised source. Universality across unequal starting points in Part I — Interpreting universality after adoption links baseline preparation for the education targets of the 2030 Agenda to measurement choices to their consequences for learners least well served; the governing question is whether the initial measure is conceptually and distributionally fit.[REF-02] [REF-03] [REF-06]

In examining universality across unequal starting points, where no immediate collection is justified, the decision and reason should be public. Within evidence on universality across unequal starting points, readiness reporting should conclude with an owned next step and correction route rather than a static traffic-light judgement or an unexplained assertion of capacity. Responsibility completes universality across unequal starting points. Within the scope of universality across unequal starting points, a material gap in the universal monitoring scope should be assigned to the body able to improve a register, survey, assessment, classification, release or service response. For universality across unequal starting points, the action should have authority, recurrent resources, a date and a later test of whether country and group baseline coverage became more complete or more useful. Universality across unequal starting points in Part I — Interpreting universality after adoption brings baseline preparation for the education targets of the 2030 Agenda to the evidential finding to the resources and action needed for implementation; the governing question is whether the initial measure is conceptually and distributionally fit.[REF-01] [REF-02] [REF-03] [REF-06]

Goal, target and indicator distinctions

Goal, target and indicator distinctions defines the readiness question for the results hierarchy. For goal, target and indicator distinctions, the population or responsible units are commitments, target populations and observed measures, and the direct evidence concerns logical alignment. In examining goal, target and indicator distinctions, a defensible readiness statement begins with the claim that the measure is expected to support, then identifies the observation unit and the limits of the inference. Within evidence on goal, target and indicator distinctions, this order matters under the adopted framework: institutions should align evidence with the agreed education targets while preserving the distinction between a target concept and a formally selected indicator. For reporting on goal, target and indicator distinctions, the public description should remain intelligible to affected communities as well as statistical specialists.[REF-01] [REF-02] [REF-05] [REF-06]

In examining goal, target and indicator distinctions, such a failure changes the substance of the result, not merely its presentation. Within evidence on goal, target and indicator distinctions, it can make a system appear ready because an aggregate exists while the entitled population, learning dimension or disadvantaged groups remain outside observation. For reporting on goal, target and indicator distinctions, the authority should list plausible routes into and out of the results hierarchy, identify which omissions are concentrated rather than random, and avoid interpreting an unobserved population as a zero or as evidence of equal treatment. The main failure risk in goal, target and indicator distinctions is that a convenient indicator is allowed to redefine a proposed target or a goal is treated as directly measurable. Goal, target and indicator distinctions in Part I — Interpreting universality after adoption relates baseline preparation for the education targets of the 2030 Agenda to the observed condition to an authority capable of remedy; the governing question is whether the initial measure is conceptually and distributionally fit.[REF-01] [REF-02]

For reporting on goal, target and indicator distinctions, it should also state the national institution authorised to approve, release and revise the value. In interpreting goal, target and indicator distinctions, if a global concept requires a national correspondence, both should be retained so users can see how the reported measure relates to domestic programmes, rights and decision authority. The minimum requirement for goal, target and indicator distinctions is to state the policy concept, expected change and evidential role of each measure separately. Within evidence on goal, target and indicator distinctions, a full specification should name the numerator, denominator, reference date or interval, education stage, source coverage, classification version and treatment of missing evidence. Goal, target and indicator distinctions in Part I — Interpreting universality after adoption tests baseline preparation for the education targets of the 2030 Agenda to population coverage and educational substance before comparison; the governing question is whether the initial measure is conceptually and distributionally fit.[REF-02] [REF-05]

For decisions about goal, target and indicator distinctions, coverage, timing, question or event definition and the principal error must accompany the result. Source fitness for the results hierarchy depends on who and what can be observed. For reporting on goal, target and indicator distinctions, administrative systems can provide detailed, frequent evidence on registered institutions and learners; household sources can include people outside formal provision and relate education to living conditions; assessments can describe achievement for a stated target population; and population sources can strengthen denominators. For decisions about goal, target and indicator distinctions, for goal, target and indicator distinctions, an apparent country difference may arise from different ages, stages, questions or inclusion rules; an apparent trend may arise from a revised source. Within the scope of goal, target and indicator distinctions, the institution should test sensitivity to plausible alternatives, publish the material uncertainty and break a series when continuity is not defensible. For goal, target and indicator distinctions, comparability is a reasoned conclusion supported by metadata, not a property conferred by using the same indicator label. Quality assessment of logical alignment should consider coverage, completeness, sampling and non-sampling error, classification consistency, timeliness, revision and comparability. Rights minimums and progressive ambition

Rights minimums and progressive ambition defines the readiness question for the minimum-entitlement frame. For rights minimums and progressive ambition, the population or responsible units are learners below essential access or quality standards, and the direct evidence concerns floor and distribution. In examining rights minimums and progressive ambition, a defensible readiness statement begins with the claim that the measure is expected to support, then identifies the observation unit and the limits of the inference. Within evidence on rights minimums and progressive ambition, this order matters under the adopted framework: institutions should align evidence with the agreed education targets while preserving the distinction between a target concept and a formally selected indicator. For reporting on rights minimums and progressive ambition, the public description should remain intelligible to affected communities as well as statistical specialists.[REF-05] [REF-08] [REF-13] [REF-14]

The main failure risk in rights minimums and progressive ambition is that average progress is interpreted as fulfilment despite persistent exclusion or an unmet minimum. In examining rights minimums and progressive ambition, such a failure changes the substance of the result, not merely its presentation. Within evidence on rights minimums and progressive ambition, it can make a system appear ready because an aggregate exists while the entitled population, learning dimension or disadvantaged groups remain outside observation. In interpreting rights minimums and progressive ambition, if a global concept requires a national correspondence, both should be retained so users can see how the reported measure relates to domestic programmes, rights and decision authority. Global comparability and national relevance

Global comparability and national relevance defines the readiness question for the indicator tier. For global comparability and national relevance, the population or responsible units are countries sharing core concepts but different systems, and the direct evidence concerns common and contextual measures. In examining global comparability and national relevance, a defensible readiness statement begins with the claim that the measure is expected to support, then identifies the observation unit and the limits of the inference. Within evidence on global comparability and national relevance, this order matters under the adopted framework: institutions should align evidence with the agreed education targets while preserving the distinction between a target concept and a formally selected indicator. For reporting on global comparability and national relevance, the public description should remain intelligible to affected communities as well as statistical specialists.[REF-06] [REF-10] [REF-16] [REF-19]

For reporting on global comparability and national relevance, the authority should list plausible routes into and out of the indicator tier, identify which omissions are concentrated rather than random, and avoid interpreting an unobserved population as a zero or as evidence of equal treatment. The main failure risk in global comparability and national relevance is that global comparison crowds out nationally decisive evidence or local measures cannot be related internationally. In examining global comparability and national relevance, such a failure changes the substance of the result, not merely its presentation. Within evidence on global comparability and national relevance, it can make a system appear ready because an aggregate exists while the entitled population, learning dimension or disadvantaged groups remain outside observation. The minimum requirement for global comparability and national relevance is to use a compact common set with documented national complements and correspondence. Within evidence on global comparability and national relevance, a full specification should name the numerator, denominator, reference date or interval, education stage, source coverage, classification version and treatment of missing evidence. For reporting on global comparability and national relevance, it should also state the national institution authorised to approve, release and revise the value. Baseline dates and historical reconstruction

Baseline dates and historical reconstruction defines the readiness question for the monitoring baseline. For baseline dates and historical reconstruction, the population or responsible units are populations observed at the chosen starting date, and the direct evidence concerns baseline level and data gap. In examining baseline dates and historical reconstruction, a defensible readiness statement begins with the claim that the measure is expected to support, then identifies the observation unit and the limits of the inference. Within evidence on baseline dates and historical reconstruction, this order matters under the adopted framework: institutions should align evidence with the agreed education targets while preserving the distinction between a target concept and a formally selected indicator. For reporting on baseline dates and historical reconstruction, the public description should remain intelligible to affected communities as well as statistical specialists.[REF-03] [REF-04] [REF-06] [REF-16]

Within evidence on baseline dates and historical reconstruction, it can make a system appear ready because an aggregate exists while the entitled population, learning dimension or disadvantaged groups remain outside observation. For reporting on baseline dates and historical reconstruction, the authority should list plausible routes into and out of the monitoring baseline, identify which omissions are concentrated rather than random, and avoid interpreting an unobserved population as a zero or as evidence of equal treatment. The main failure risk in baseline dates and historical reconstruction is that a later survey is projected backwards without evidence or incomparable historical series are joined. In examining baseline dates and historical reconstruction, such a failure changes the substance of the result, not merely its presentation. Baseline dates and historical reconstruction in Part I — Interpreting universality after adoption links baseline preparation for the education targets of the 2030 Agenda to measurement choices to their consequences for learners least well served; the governing question is whether the initial measure is conceptually and distributionally fit.[REF-03] [REF-04]

In interpreting baseline dates and historical reconstruction, if a global concept requires a national correspondence, both should be retained so users can see how the reported measure relates to domestic programmes, rights and decision authority. The minimum requirement for baseline dates and historical reconstruction is to retain the earliest defensible observation and label reconstruction, break and uncertainty. Within evidence on baseline dates and historical reconstruction, a full specification should name the numerator, denominator, reference date or interval, education stage, source coverage, classification version and treatment of missing evidence. For reporting on baseline dates and historical reconstruction, it should also state the national institution authorised to approve, release and revise the value. A practical definition of data readiness

A practical definition of data readiness defines the readiness question for the readiness assessment. For a practical definition of data readiness, the population or responsible units are institutions responsible for each candidate measure, and the direct evidence concerns availability, fitness and authority. In examining a practical definition of data readiness, a defensible readiness statement begins with the claim that the measure is expected to support, then identifies the observation unit and the limits of the inference. Within evidence on a practical definition of data readiness, this order matters under the adopted framework: institutions should align evidence with the agreed education targets while preserving the distinction between a target concept and a formally selected indicator. For reporting on a practical definition of data readiness, the public description should remain intelligible to affected communities as well as statistical specialists.[REF-03] [REF-04] [REF-06] [REF-18]

In examining a practical definition of data readiness, such a failure changes the substance of the result, not merely its presentation. Within evidence on a practical definition of data readiness, it can make a system appear ready because an aggregate exists while the entitled population, learning dimension or disadvantaged groups remain outside observation. For reporting on a practical definition of data readiness, the authority should list plausible routes into and out of the readiness assessment, identify which omissions are concentrated rather than random, and avoid interpreting an unobserved population as a zero or as evidence of equal treatment. The main failure risk in a practical definition of data readiness is that readiness is reduced to the existence of any number or any database. A practical definition of data readiness in Part I — Interpreting universality after adoption sets baseline preparation for the education targets of the 2030 Agenda to the stated objective to a reviewable allocation of responsibility; the governing question is whether the initial measure is conceptually and distributionally fit.[REF-03] [REF-04]

In interpreting a practical definition of data readiness, if a global concept requires a national correspondence, both should be retained so users can see how the reported measure relates to domestic programmes, rights and decision authority. The minimum requirement for a practical definition of data readiness is to test definition, coverage, disaggregation, frequency, quality, release, finance and responsible ownership. Source fitness for the readiness assessment depends on who and what can be observed. For reporting on a practical definition of data readiness, administrative systems can provide detailed, frequent evidence on registered institutions and learners; household sources can include people outside formal provision and relate education to living conditions; assessments can describe achievement for a stated target population; and population sources can strengthen denominators. Sex and gender inequality defines the readiness question for the sex-disaggregated evidence. For sex and gender inequality, the population or responsible units are girls, boys, women and men at relevant ages and stages, and the direct evidence concerns levels, gaps and transitions. Household resources and poverty

Household resources and poverty defines the readiness question for the household-resource classification. For household resources and poverty, the population or responsible units are learners across a documented welfare distribution, and the direct evidence concerns participation and learning gradient. Language, minority, migration and displacement

Language, minority, migration and displacement defines the readiness question for the population-status classification. For language, minority, migration and displacement, the population or responsible units are linguistic, ethnic, indigenous, migrant and displaced groups where relevant and lawful, and the direct evidence concerns entry, comprehension and progression. Within evidence on language, minority, migration and displacement, this order matters under the adopted framework: institutions should align evidence with the agreed education targets while preserving the distinction between a target concept and a formally selected indicator. For reporting on language, minority, migration and displacement, the public description should remain intelligible to affected communities as well as statistical specialists.[REF-05] [REF-07] [REF-09] [REF-14]

In examining language, minority, migration and displacement, such a failure changes the substance of the result, not merely its presentation. Within evidence on language, minority, migration and displacement, it can make a system appear ready because an aggregate exists while the entitled population, learning dimension or disadvantaged groups remain outside observation. For reporting on language, minority, migration and displacement, the authority should list plausible routes into and out of the population-status classification, identify which omissions are concentrated rather than random, and avoid interpreting an unobserved population as a zero or as evidence of equal treatment. The main failure risk in language, minority, migration and displacement is that categories stigmatise people, collapse distinct groups or exclude mobile populations from the frame. Language, minority, migration and displacement in Part II — Population visibility and disaggregation sets baseline preparation for the education targets of the 2030 Agenda to the observed condition to an authority capable of remedy; the governing question is whether the initial measure is conceptually and distributionally fit.[REF-05] [REF-07]

For reporting on language, minority, migration and displacement, it should also state the national institution authorised to approve, release and revise the value. In interpreting language, minority, migration and displacement, if a global concept requires a national correspondence, both should be retained so users can see how the reported measure relates to domestic programmes, rights and decision authority. The minimum requirement for language, minority, migration and displacement is to develop categories with affected communities and publish at safe, decision-relevant detail. Within evidence on language, minority, migration and displacement, a full specification should name the numerator, denominator, reference date or interval, education stage, source coverage, classification version and treatment of missing evidence. For decisions about language, minority, migration and displacement, coverage, timing, question or event definition and the principal error must accompany the result. Source fitness for the population-status classification depends on who and what can be observed. For reporting on language, minority, migration and displacement, administrative systems can provide detailed, frequent evidence on registered institutions and learners; household sources can include people outside formal provision and relate education to living conditions; assessments can describe achievement for a stated target population; and population sources can strengthen denominators. In interpreting language, minority, migration and displacement, for language, minority, migration and displacement, no source should be preferred merely because it already yields a national number. Language, minority, migration and displacement in Part II — Population visibility and disaggregation anchors baseline preparation for the education targets of the 2030 Agenda to the entitlement at issue alongside the limits of the available evidence; the governing question is whether the initial measure is conceptually and distributionally fit.[REF-09] [REF-14]

Within the scope of language, minority, migration and displacement, intersections need sufficient precision and safe disclosure. For language, minority, migration and displacement, when the evidence cannot support a released estimate for linguistic, ethnic, indigenous, migrant and displaced groups where relevant and lawful, the missing population and the action needed to observe it should still appear in the readiness statement. For decisions about language, minority, migration and displacement, for language, minority, migration and displacement, an apparent country difference may arise from different ages, stages, questions or inclusion rules; an apparent trend may arise from a revised source. Within the scope of language, minority, migration and displacement, the institution should test sensitivity to plausible alternatives, publish the material uncertainty and break a series when continuity is not defensible. For language, minority, migration and displacement, comparability is a reasoned conclusion supported by metadata, not a property conferred by using the same indicator label. Quality assessment of entry, comprehension and progression should consider coverage, completeness, sampling and non-sampling error, classification consistency, timeliness, revision and comparability. Within evidence on language, minority, migration and displacement, readiness reporting should conclude with an owned next step and correction route rather than a static traffic-light judgement or an unexplained assertion of capacity. Responsibility completes language, minority, migration and displacement. Within the scope of language, minority, migration and displacement, a material gap in the population-status classification should be assigned to the body able to improve a register, survey, assessment, classification, release or service response. Intersecting disadvantage and safe small groups

Intersecting disadvantage and safe small groups defines the readiness question for the intersectional estimate. For intersecting disadvantage and safe small groups, the population or responsible units are groups defined by two or more material characteristics, and the direct evidence concerns combined disparity. Entry, enrolment and effective attendance

Entry, enrolment and effective attendance defines the readiness question for the participation pathway. For entry, enrolment and effective attendance, the population or responsible units are persons entitled to enter and attend an education stage, and the direct evidence concerns entry and sustained attendance. Population censuses and civil registration

Population censuses and civil registration defines the readiness question for the population denominator. For population censuses and civil registration, the population or responsible units are residents within stated age, residence and event rules, and the direct evidence concerns eligible population and cohort size. In examining population censuses and civil registration, a defensible readiness statement begins with the claim that the measure is expected to support, then identifies the observation unit and the limits of the inference. Within evidence on population censuses and civil registration, this order matters under the adopted framework: institutions should align evidence with the agreed education targets while preserving the distinction between a target concept and a formally selected indicator. For reporting on population censuses and civil registration, the public description should remain intelligible to affected communities as well as statistical specialists.[REF-04] [REF-07] [REF-11] [REF-23]

The main failure risk in population censuses and civil registration is that undercount, outdated projections and missing birth or death events distort rates. In examining population censuses and civil registration, such a failure changes the substance of the result, not merely its presentation. Within evidence on population censuses and civil registration, it can make a system appear ready because an aggregate exists while the entitled population, learning dimension or disadvantaged groups remain outside observation. Prioritising gaps by rights and decision value

Prioritising gaps by rights and decision value defines the readiness question for the gap priority. For prioritising gaps by rights and decision value, the population or responsible units are populations and dimensions least visible in current evidence, and the direct evidence concerns material evidence gap. Strengthening baselines without false precision

Strengthening baselines without false precision defines the readiness question for the baseline plan. For strengthening baselines without false precision, the population or responsible units are groups and measures entering future monitoring, and the direct evidence concerns defensible starting level. In examining strengthening baselines without false precision, a defensible readiness statement begins with the claim that the measure is expected to support, then identifies the observation unit and the limits of the inference. Within evidence on strengthening baselines without false precision, this order matters under the adopted framework: institutions should align evidence with the agreed education targets while preserving the distinction between a target concept and a formally selected indicator. For reporting on strengthening baselines without false precision, the public description should remain intelligible to affected communities as well as statistical specialists.[REF-02] [REF-03] [REF-04] [REF-06]

For reporting on strengthening baselines without false precision, the authority should list plausible routes into and out of the baseline plan, identify which omissions are concentrated rather than random, and avoid interpreting an unobserved population as a zero or as evidence of equal treatment. The main failure risk in strengthening baselines without false precision is that pressure for a complete baseline encourages invented precision or silent combination of unlike years. Part VII

Baseline requirements for the adopted education targets

37

Free, equitable and quality primary and secondary education

The baseline for the primary and secondary commitment should distinguish access, regular participation, progression, completion and relevant learning outcomes. None is a substitute for the others. Administrative records can describe enrolment, grade movement and certification for registered learners, but population evidence is needed for children who never enter or leave without a recorded destination. Learning evidence requires a stated target population, curriculum domain, participation rate and treatment of exclusions. A baseline should preserve these components rather than compress them into one measure of target attainment.[REF-03] [REF-04] [REF-27] [REF-28]

The population definition should state official ages, programme duration, equivalence across public and recognised non-public provision, and treatment of over-age learners, repeaters, transfers and displaced children. Gross and net measures answer different questions. Completion should identify the final grade or recognised award and whether the estimate follows a cohort, reconstructs progression or relies on household attainment. Historical reconstruction should retain the definition actually available for the baseline year and should not imply comparability where programme structures or population estimates changed.[REF-06] [REF-15] [REF-20]

Equity requires levels for relevant groups and places, not parity indices alone. The baseline should show sex, household resources, residence, disability and other nationally relevant classifications where evidence is sufficiently precise and safe. It should also identify populations missing from the source. A national learning result should disclose whether out-of-school children and absent pupils are outside the inference. Where no defensible group value can be released, the public account should retain the evidence gap and the action required to improve representation.[REF-05] [REF-07] [REF-14]

The minimum readiness statement should name the source, population, observation period, numerator and denominator, disaggregation, uncertainty, release authority and revision rule for each component. It should identify which component is available historically and which needs new collection. Pressure to produce a complete 2015 baseline should not cause later evidence to be projected backwards or missing populations to be assigned a value. The first baseline can be incomplete and still credible if its limitations are explicit and institutionally owned.[REF-16] [REF-17] [REF-28]

38

Early childhood development, care and pre-primary education

The early childhood target combines developmental, care and educational concepts that rely on different evidence. A baseline should distinguish population measures of development or readiness from participation in organised learning. It should state the age reference, developmental domains, instrument, respondent, language and conditions of administration. A pre-primary participation measure should state the programme concept, duration, recognised providers and whether attendance rather than registration is observed. One value should not silently stand for both developmental status and service access.[REF-05] [REF-13] [REF-27]

Administrative provision data ordinarily cover registered centres and participating children. Household surveys may reach children outside provision and can relate participation to wealth, location and disability, subject to sample and response limits. Health and social-protection systems may hold relevant evidence under different identifiers and definitions. Linkage can strengthen analysis only where authority, protection and conceptual compatibility are established. A national inventory should show which population and institutions each source represents and where private, community or informal provision remains unobserved.[REF-06] [REF-22] [REF-23]

Readiness should include distribution because services often expand first where households can pay or institutions already exist. The baseline should show the national level alongside disadvantaged populations and the number of children outside recognised provision. Quality evidence may address staff preparation, accessibility, safety, language, materials and transition to primary education, but those conditions should remain distinct from participation. Where structured observation covers only a sample, the inference and uncertainty should be stated.[REF-07] [REF-14] [REF-28]

Historical values should be reconstructed cautiously. Changes in age range, programme recognition or survey questions can create false trends. If overlap data permit, the effect of a change should be estimated; otherwise the series should be broken. A defensible baseline may consist of several dated measures rather than a single synthetic figure. Its public value lies in showing which young children were represented, what educational condition was observed and which authority will close the material gap.[REF-03] [REF-10] [REF-16]

39

Technical, vocational and tertiary participation

The target concerning equal access to affordable and quality technical, vocational and tertiary education requires programme classifications that preserve national meaning and international comparability. The baseline should identify level, orientation, provider status, entry requirement, duration and recognised qualification. Participation can be measured by enrolment, new entry, attendance or completion; each has a different denominator and policy use. A gross enrolment ratio may indicate scale but cannot establish equitable access among the population qualified or seeking to enter.[REF-15] [REF-20] [REF-27]

Affordability requires evidence beyond tuition. Fees, transport, accommodation, materials and foregone earnings may affect access. Household surveys can provide distributional context, while institutional finance and student-support records can show public measures. A baseline should distinguish eligibility for support, award, receipt and adequacy. It should not infer affordability from the existence of a scheme or infer quality from institutional recognition alone.[REF-11] [REF-18] [REF-26]

Equity analysis should examine sex, household resources, location, disability and prior educational opportunity, including different programme routes. Parity in total tertiary participation can conceal segregation by field or institution and unequal progression. Technical and vocational routes should be reported with completion, qualification standing and onward opportunities where evidence exists. Descriptive differences can locate disparity but do not establish whether cost, selection, geography or prior learning caused it.[REF-07] [REF-12] [REF-14]

The baseline inventory should reconcile institutional records with population and labour evidence while preserving their separate purposes. Provider records describe participants and awards; household sources can represent non-participants; labour sources may describe later status under different populations and periods. Employment after study does not itself establish programme quality or effect. Later outcomes belong to follow-up, whereas the initial baseline should state current access, participation, recognised completion, distribution and the limitations of each source.[REF-06] [REF-16] [REF-28]

40

Skills for employment, decent work and entrepreneurship

The skills target requires a definition of relevant capability before a measure is selected. Participation in training, possession of a qualification, self-reported skill and demonstrated performance are different observations. The baseline should identify the skill domain, assessment or evidence method, target population, proficiency standard and conditions of use. A programme label should not be treated as proof that every participant acquired the intended capability or that the capability necessarily produced one labour-market outcome.[REF-18] [REF-24] [REF-27]

Youth and adults outside formal institutions must remain within the population account. Household and labour sources may cover them, although short modules, informal learning and workplace capability can be difficult to classify. Employer surveys offer evidence on current tasks but may overrepresent larger formal establishments. National readiness should therefore map complementary sources and avoid selecting a measure only because one provider register is convenient. The population absent from formal provision is central to the target, not a residual.[REF-06] [REF-11] [REF-23]

Distribution should show sex, age, location, disability, education level and other relevant barriers, subject to precision and protection. Aggregate participation can rise while disadvantaged adults remain excluded by cost, time, care, language or entry requirements. Assessment instruments also need accessible design and clear language rules. Where a direct skill measure cannot yet represent a group, the baseline should report that coverage limit rather than assign poor or successful performance by inference.[REF-07] [REF-13] [REF-14]

Institutional readiness includes recurrent capacity to maintain classifications, survey modules, assessment or qualification data and to reconcile them over time. The initial record should state which measures are nationally established, which are candidate measures and which require methodological work. No later indicator selection should be read back into the 24 November baseline. The adopted target establishes the concept; the evidentiary duty at this date is to show what can be observed credibly and what remains unresolved.[REF-16] [REF-26] [REF-28]

41

Gender equality, vulnerable populations and literacy

The equality target and the commitment to literacy and numeracy require a baseline designed around substantive levels. Parity indices should be accompanied by the underlying values and absolute numbers because a ratio can approach one while both groups remain below an acceptable standard. Literacy and numeracy measures should state age, language, domain, instrument and proficiency threshold. Years of schooling and self-report may provide contextual evidence but should not be represented as direct proficiency where no assessment occurred.[REF-05] [REF-14] [REF-27]

Vulnerable populations named in the adopted agenda include persons with disabilities, indigenous peoples and children in vulnerable situations. National classifications may require further lawful and context-sensitive specification. Data collection should be developed with affected communities, protect confidentiality and avoid categories that expose individuals to harm. Small samples may require pooling, controlled access or descriptive service evidence. These constraints should qualify publication, not eliminate the population from national responsibility.[REF-07] [REF-09] [REF-13]

The baseline should examine intersecting disadvantage where evidence supports it. A national sex comparison may conceal a severe gap among poor rural women or displaced boys; a disability estimate may vary by language and access to enumeration. Cross-classification should follow a defined policy question and should not multiply sparse cells without decision value. Published estimates need sample size or uncertainty, population share and suppression rules, while restricted analysis may support action when public release is unsafe.[REF-06] [REF-17] [REF-23]

Trend reconstruction requires stable classification and assessment. A revised disability question, literacy threshold or population frame may improve future evidence while breaking comparison with older values. The baseline should retain both the old and new definition, estimate overlap effects where possible and avoid describing measurement change as educational change. A complete-looking series is less valuable than an honest record that identifies who became newly visible and why.[REF-03] [REF-10] [REF-16]

42

Education for sustainable development and global citizenship

The target concerning knowledge and skills for sustainable development and global citizenship poses a curriculum and learning-measurement challenge. Policy adoption, curricular inclusion, teacher preparation, classroom opportunity and learner capability are separate stages. The baseline should state which stage is observed. A national curriculum reference can establish authorization but not teaching; a teacher survey can describe reported practice but not learner capability; an assessment can address selected knowledge or reasoning without exhausting the target's full educational substance.[REF-24] [REF-27] [REF-28]

Curricular mapping should identify education level, subject or cross-curricular location, intended progression and assessment relationship. The mere frequency of terms is not a sufficient baseline. Review should examine whether relevant knowledge, enquiry, judgement and participation are meaningfully specified and whether teachers have time and materials. National variation is legitimate, but the correspondence between the adopted target concept and domestic curriculum should be documented so that later change is interpretable.[REF-08] [REF-15] [REF-28]

Learner evidence should preserve the domain and conditions. Sustainable-development and citizenship questions often involve uncertainty, competing interests and contextual judgement; instruments should not reward one prescribed opinion where evidence-based alternatives are legitimate. Results should show population coverage, language and opportunity to learn. International comparison requires careful correspondence, since a common label does not make unlike curricula or instruments equivalent.[REF-10] [REF-16] [REF-19]

A defensible initial baseline may rely on an institutional and curricular account while direct learner measures are developed. Such an account should not be labelled a learning outcome. It should state its scope, authority and limitation and identify the body responsible for stronger evidence. The baseline should be capable of later revision without rewriting institutional history. It records what was authorized and observed by the cut-off, not what later implementation or assessment subsequently found.[REF-03] [REF-17] [REF-28]

43

Facilities, scholarships and teachers

The means-of-implementation targets require distinct baselines for learning environments, scholarships and teachers. Facilities should be assessed by learner access to safe, inclusive and effective conditions rather than the existence of a building item alone. Relevant measures may concern water, sanitation, electricity, connectivity, accessibility, safety and learning space. Each should state the institution population, inspection or reporting method, completeness and the number of learners exposed.[REF-03] [REF-13] [REF-27]

Scholarship evidence should distinguish announced funds, eligibility, applications, awards, receipt, destination, field or programme, completion and distribution. A total monetary value cannot establish equitable access or educational consequence. The baseline should identify the population that could apply and the groups that received support, while protecting personal information. International and national sources may use different fiscal periods and programme categories; reconciliation should preserve those differences.[REF-17] [REF-26] [REF-28]

Teacher baselines should connect workforce counts to qualification, preparation, deployment, attendance, workload and continuing support. National pupil-teacher ratios conceal shortages by level, subject and location. Qualification categories require national definitions and should not be assumed comparable because they share a label. The baseline should show which institutions and learners are represented and whether private, community or temporary personnel are included.[REF-04] [REF-15] [REF-20]

Finance is a condition of statistical and service readiness. Registers, surveys, assessments and facility or workforce data require trained staff, maintenance, protection and regular release. Temporary external finance can support development but should not be mistaken for sustained national capability. The baseline plan should estimate recurrent cost, allocate authority and specify when missing evidence will become available. Addis provides a contemporaneous financing context; it does not remove the need for a national cost and responsibility statement.[REF-18] [REF-26]

44

The minimum public baseline record

The minimum public baseline record should begin with a target-concept statement and a target-to-measure map. For each measure, it should give the national definition, source, observation unit, numerator and denominator where relevant, reference period, geographic coverage, disaggregation, principal uncertainty, release authority and revision rule. It should state whether the measure is observed, estimated, under development or not presently defensible. This preserves the difference between the adopted target and the evidence available to monitor it.[REF-03] [REF-16] [REF-27]

Baseline year should not be confused with publication year. A value released in 2015 may describe an earlier school year, survey period or census date. Reports should retain the actual reference period and should not combine unlike dates into one synthetic point without explanation. Historical reconstruction may be necessary where 2015 data are unavailable, but estimates should disclose assumptions and should never borrow later results as though they had existed at the cut-off.[REF-04] [REF-06] [REF-28]

Missingness is part of the baseline. The record should identify countries, institutions, learners, groups and dimensions outside observation and whether omission is systematic. An absent value should not be coded as zero, attainment or failure. The public statement should name the institution responsible for improving coverage, the planned method, recurrent resource requirement and expected release date. Where immediate collection would be disproportionate or unsafe, that decision and its reason should also be public.[REF-05] [REF-07] [REF-17]

Comparability should be a stated judgement, not an assumption created by a shared indicator name. National programme correspondence, age rules, source coverage, classification and instrument conditions should accompany international comparison. Where material differences remain, values can be reported for national use while withheld from direct ranking or aggregated cautiously. Regional and global institutions can support harmonization, but national authorities remain responsible for the truthfulness of their population and metadata.[REF-10] [REF-19] [REF-28]

As at 24 November 2015, the adopted education targets and officially available Education 2030 framework define a sufficiently clear scope for baseline preparation. Later indicators and results cannot be anticipated. The immediate obligation is to inventory existing evidence, preserve historical definitions, expose population gaps, assign institutional responsibility and publish bounded starting values. A baseline is credible not because every cell is filled, but because every value and every absence has a stated meaning, date, limitation and route to improvement.[REF-25] [REF-26] [REF-27] [REF-28]
