Executive summary
School leadership contributes to education quality through decisions about educational purpose, professional conditions, inclusion, collaboration and the use of evidence. Its contribution is consequential but bounded. Leaders act within legal duties, financing arrangements, staffing rules, curriculum requirements and community conditions. A sound improvement approach therefore develops the capacity to exercise real authority while making system constraints visible to the bodies competent to correct them.
The principal contemporaneous leadership reference is the Global Education Monitoring Report 2024/5. Its learning-centred emphasis supports attention to expectations, people, collaboration and the conditions within which leaders work. The report does not justify attributing every institutional result to a single office-holder. Development and evaluation should connect decisions to authority, implementation, professional experience and learner-facing evidence.
Inclusive leadership begins with the equal right to education. Admission, participation, accessibility, safety, reasonable accommodation and meaningful learning are not separate administrative concerns. They are connected tests of whether an institution serves every learner. Leaders require the competence to identify exclusion in routines, facilities, information, discipline, curriculum and support, and to obtain correction where authority lies elsewhere.
Collaborative leadership is neither the withdrawal of responsibility nor consultation without influence. It requires clear decision rights, timely access to information, professional participation and reasons for decisions. Teachers, support staff, learners and communities hold distinct knowledge about instructional feasibility, access barriers and unintended effects. Their participation improves judgement when it is linked to a named decision and followed by an account of what changed.
Learning-focused practice requires more than attention to aggregate results. Leaders need evidence on curriculum opportunity, instructional time, attendance, learner work, assessment, professional support and the distribution of outcomes. Results should be interpreted with context and uncertainty. A trend can identify a question; it rarely establishes cause. Improvement is stronger when evidence supports a bounded action, a responsible authority, a review date and a route to correction.
Leadership development should connect preparation to actual responsibilities. Generic participation records do not establish competence. Stronger evidence comes from supported work: interpreting duties, examining an access barrier, facilitating professional enquiry, responding to a safeguarding concern, reviewing learner work, explaining a resource decision and checking whether corrective action reached the intended group.
Professional conditions are part of leadership capability. A leader cannot sustain collaborative instructional work where workloads remove planning time, posts remain vacant, materials are unavailable or specialist services cannot be accessed. Development should therefore teach leaders to distinguish what they can decide, what they can influence and what must be escalated. Escalation should preserve the learner-facing consequence, responsible body and expected date rather than converting a constraint into an excuse.
The recommended method is a recurring improvement record organised around purpose, authority, condition, participation, evidence, action, protection and review. It should remain proportionate to risk and should not become a parallel administrative burden. The record is useful only when it helps people act, reveals unequal effects and sustains correction.
