Executive summary

Early childhood provision spans education, care, health and family support. Technical and vocational education spans school, college, workplace and occupational institutions. Adult education spans literacy, basic education, continuing learning, community provision and employment-related study. Administrative boundaries therefore vary, and no single register observes the full entitled population. A credible baseline begins with definitions, provider coverage and a population frame.

For early childhood, age-specific participation should distinguish organised learning programmes, pre-primary education and other services. Enrolment on a reference date does not establish regular attendance, duration, staffing, accessible provision or readiness for primary school. Readiness should not be reduced to one test of children or used to deny entry. Quality evidence concerns relationships, play and learning opportunity, language, safety, inclusion, trained personnel and continuity.

Technical and vocational participation should retain programme level, field, duration, entry requirement, workplace component, assessment and qualification. Short courses, secondary programmes, apprenticeships and tertiary vocational study cannot be merged without loss of meaning. Participation is not completion, and completion is not recognised occupational or educational progression. Workplace learning requires supervision, safety, planned tasks and attributable evidence.

Adult participation rates depend heavily on the activity definition and reference period. A survey question about learning in the previous four weeks produces a different population from annual provider enrolment or participation at any point in a year. Literacy and numeracy are capabilities in language and context; course attendance is an input. Adults outside households, mobile populations and people unable to respond in the survey language may remain missing.

Equity requires that participation be examined by sex, age, wealth, residence, disability, language, migration or displacement and relevant intersections. Greater disaggregation is not automatically more accurate or safe. Small samples, uncertain classifications and disclosure risk require protection, aggregation or controlled access without making the service problem disappear.

The UNESCO Recommendation concerning Technical and Vocational Education and Training and the Recommendation on Adult Learning and Education, adopted by the General Conference in November 2015, provide contemporaneous normative guidance. They support broad educational purpose, lifelong learning, equity, quality, recognition and public responsibility. They do not establish a universal programme model or a global participation statistic.

The central conclusion is that early Education 2030 monitoring needs three linked accounts: the population entitled or potentially served; the organised opportunity actually available and used; and the learning or recognised progression supported. A participation total without these accounts can expand while inequality, weak quality or non-recognition persists.

Scope and method

The report covers organised early childhood development and pre-primary education, technical and vocational education at secondary and post-secondary levels, apprenticeships and other structured workplace learning, youth and adult literacy and numeracy, and other organised adult learning. It does not treat every informal experience as a statistically equivalent programme or prescribe one national provider classification.

The method follows population, opportunity, participation, quality, completion, recognition and progression. It tests source coverage, distribution, uncertainty and public responsibility at each point. Evidence is limited to official and intergovernmental material available by 8 February 2016.
