Executive summary

Early-grade diagnosis is an instructional responsibility, not a separate testing event. It should identify what a learner understands, the error or barrier that matters for the next teaching decision, and the evidence that will show whether a response helped. Enrolment, grade placement and a broad score cannot provide that specificity. Teachers need timely evidence from ordinary work, observation, conversation and brief focused tasks.

Literacy evidence should distinguish oral language, print access, decoding, fluency, vocabulary, comprehension and writing. Mathematics evidence should examine quantity, number relations, operations, representations and reasoning. Language, disability, prior opportunity and unfamiliar task formats can affect observed performance. Diagnosis must therefore preserve the intended construct and provide accessible participation.

The response should be a specific teaching hypothesis: a defined need, matched explanation or practice, sufficient time and a near-term expectation. Flexible grouping may help, but it should serve a narrow purpose, retain access to the full curriculum and be reviewed frequently. Materials and additional support count only when learners receive and use them.

Follow-up should first verify delivery and then examine learning through related but not identical tasks. Immediate improvement and later retention are different findings. Where progress is limited, authorities should check attendance, dosage, task access and the original interpretation before blaming the learner or repeating the same response.

Scope and method

This global quality improvement study addresses diagnosis, instructional response and follow-up in the early grades as at 9 March 2018. It covers early literacy and mathematics, teacher judgement, accessibility, support delivery, short-cycle review, equity and institutional responsibility. It does not apply later 2018 instruments, estimates or outcomes.

The study draws on official education, rights, statistical and institutional evidence available by the cutoff, including child-friendly schooling, assessment guidance, disability and child rights, early Goal 4 reporting, refugee education, school evaluation and the World Development Report 2018.
