Sets out the matters that should be established when applying institutional implementation of the proposed post-2015 education goal, including scope, responsibility and the basis for a reliable conclusion.
The Muscat Agreement adopted in May 2014 provides the immediate reference point for consideration of institutional implementation of the proposed post-2015 education goal in 2014. Consequential decisions should be considered in light of learner impact, institutional duty and stewardship of educational resources. The formal status of the Muscat Agreement adopted in May 2014 should be preserved in any public account. Adoption records an agreed instrument or policy position; it does not necessarily make every provision directly enforceable in every jurisdiction. For the matter under review, the instrument should be used to identify the intended direction, the actors addressed and the implementation measures that remain necessary. Domestic law and authorised guidance continue to determine specific legal duties.
Implementation of the control should be organised around a decision that can be tested. For the stated expectation, a provider should be able to trace the expectation from approved policy through implementation, monitoring, identified exceptions and corrective action. The implementation record should link purpose, authority, resources, operation and reported result.
Public-interest context
For institutional implementation of the proposed post-2015 education goal, the public interest is not confined to institutional compliance. For the control, quality assurance should connect stated educational purposes with implemented controls, reliable evidence and action where outcomes fall below expectation. Material arrangements should be communicated clearly, with an accessible route to correct error or unfair treatment.

The evidential record for the relevant requirement should permit a reviewer to trace the matter from decision to outcome. This may require implementation and monitoring records, representative outcome information, learner and staff evidence, and independent checks of material claims, supported by exception and complaint records and verified corrective action. Further cases should be examined when the initial sample does not represent the affected scope or confirm sustained correction.
The substantive quality question
Implementation of the proposed post-2015 education goal can be tested without imposing unnecessary reporting. A competent examination of the matter should identify material information across the learner journey, assign source ownership, reconcile public statements with controlled records and retain corrections. Test whether a reasonable user can understand status, cost, obligations, support and routes for redress. The assurance record may draw on existing sources, provided their limitations and fitness for the current purpose are examined.
Assurance concerning the relevant requirement should be expressed at the level established by the evidence. A sample may support a conclusion about the sampled process, but not automatically about every location or programme. Where reliance is placed on central controls, testing should confirm that local operation and exceptions are reported accurately to the centre.
The assurance record for the matter under review should retain the date of the evidence, the source responsible for it, the scope examined and the version of any instrument or definition applied. This enables later review to separate substantive change from correction, reclassification or expanded coverage. A superseded conclusion should be retained where it formed the basis of a material decision.
Information required for oversight
Proportionality in relation to institutional implementation of the proposed post-2015 education goal does not mean reduced protection for learners exposed to greater risk. In reviewing the assurance matter, quality cannot be inferred from reputation, intention or documentation alone. Evidence should demonstrate both operating practice and the result produced. Accountability for the stated expectation should follow decision-making authority. Where work is delegated, the record should continue to identify who is accountable for material consequences to learners.
The measure of progress on the relevant requirement is not the amount of policy or documentation produced. The relevant measure is demonstrated public benefit, including detection and correction of material variation.
