Institutional purpose
ICEQC develops original, transparent and auditable requirements for education quality and operates voluntary third-party certification against those requirements. The institution maintains the connection between what is published, what an applicant must demonstrate, what certification personnel verify, what an independent decision authorizes and what the public certificate record states.
ICEQC is both the institutional steward of its standards system and the scheme owner for certification issued in its name. External experts, technical contributors and service providers may support defined activities, but they do not acquire authority to publish an ICEQC standard, change its status, promise certification or make an ICEQC certification decision unless that authority is expressly established in the controlled system.

Controlled records of document status, certificate status, consultation activity, institutional responsibility and other facts that must be publicly verifiable.

Informative publications that may support understanding but do not create a certification requirement unless a current normative instrument expressly incorporates a provision.
What ICEQC certifies
ICEQC certification applies to one confirmed object. An Education Organization certificate applies to the legal entity and education activities included in the registered scope. An Education Technology Service certificate applies to the educational content, learning functions and related education quality controls delivered through the named service. An Educational Product certificate applies to the educational content, learning functions and related education quality controls contained in the named product. Neither certificate establishes conformity of general software, infrastructure, hardware, manufacturing or technical quality.
The certification object is not selected for promotional convenience. ICEQC confirms legal accountability, operational control and the actual subject presented for certification. Where one legal entity seeks certification for more than one object, each object requires its own scope, evidence record, conformity determination, decision, certificate and public record.
How ICEQC determines conformity
The published certification basis controls every application. ICEQC first confirms the applicant, certification object, proposed scope, exclusions and applicable document editions. It then determines which Foundation requirements and object-specific modules apply. Evidence requests and verification activity are tied to those published requirements rather than to an assessor's personal model of educational excellence.
Evidence is evaluated for relevance, authenticity, currency, representativeness and consistency with actual operation and public information. A policy document alone does not prove implementation. ICEQC may examine implementation records, system outputs, samples, interviews, demonstrations, public representations, external evidence and other methods permitted by the applicable procedure.
Each applicable requirement receives a conformity conclusion. Strength in one area cannot compensate for failure in another. Payment, membership, prominence, reputation, market position or anticipated future improvement cannot convert a Nonconforming requirement into a Conforming one.
Decision and public record
Evidence verification does not itself grant certification. A technical review checks the completeness and consistency of the verification record. An authorized decision-maker who is independent of evidence verification determines whether the published positive-decision conditions are met.
A certificate is issued only after an authorized positive decision has been implemented. The corresponding Public Certificate Register record identifies the certified legal holder, certification object, precise scope, material exclusions, applicable ICEQC basis, relevant dates and current status. Public use is not authorized before the certificate and register record are active and consistent.
Public-interest responsibility
The interests of applicants and certificate holders are legitimate, but they are not treated as identical to the public interest. Standards, certification decisions, status actions and public corrections must preserve reliable information for learners and other persons who may rely on an ICEQC claim.
Revenue, growth targets, commercial pressure, reputational convenience or the wish to avoid criticism do not justify weakening a published requirement, concealing a limitation, delaying a necessary correction or granting preferential treatment. Good-faith concerns about standards integrity, misleading claims, conflicts of interest or misuse of authority may be raised through the published accountability routes.
Institutional boundaries
ICEQC acts only within the education quality purposes established by its public controlled documents. It does not exercise governmental regulatory, licensing, statutory accreditation, degree-recognition or academic-equivalency authority.
