Standards process
Proposal
The proposed document, purpose, scope, responsible body and affected users are identified.
Drafting
Requirements are written for a defined scope using the structure and terminology required by ICEQC-GOV-004 and ICEQC-GOV-005.
Review
Technical, impartiality, legal, intellectual-property and publication checks are recorded before approval.
Consultation
A proposal is published for comment when consultation is required by ICEQC-GOV-008.
Approval
The recorded approval authority determines whether the document may be published.
Publication and maintenance
The Standards Register records the document number, edition, status, responsible body and approval authority. Later changes follow ICEQC-GOV-006.

- ICEQC-GOV-005 controls terminology and normative language.
- ICEQC-GOV-006 controls editions, amendments, corrections, supersession and transition.
- ICEQC-GOV-007 controls authoritative languages and translations.
- ICEQC-GOV-008 controls development, consultation, review, approval and publication.
- ICEQC-GOV-009 controls public identity and document presentation.
Public consultation
A consultation notice identifies the proposal, questions, response route and closing date. An approved change takes effect only when the controlled document or amendment is published in the Standards Register.
Document status
The Standards Register is the record of the current edition and status. Superseded and withdrawn documents remain identifiable for certificate and edition history.
