ICEQC-GOV-009 — ICEQC-Only Public Standards and Certification Identity Rules

This document governs the public identity of ICEQC standards and certification.

It applies to controlled documents, clauses, certification schemes, certificates, certification marks, public-register records, websites, downloads, metadata, structured data, interfaces, statements and promotional claims.

Its purpose is to ensure that the public can distinguish an ICEQC act from a governmental, accreditation, licensing, recognition, endorsement, ranking or third-party act.

ICEQC shall identify every public standard, clause, scheme, certificate, mark, register record, controlled download, metadata record and authoritative structured-data response using the applicable ICEQC institutional name, ICEQC document number and ICEQC certification terminology.

No external organization, publication, framework or source shall be named as the issuer, co-issuer, owner, approval authority or certification basis unless a formally approved public arrangement expressly creates that role and the resulting identity remains unambiguous.

An ICEQC certification decision shall be based only on the applicable requirements of published ICEQC normative documents identified for the certification scope.

External standards, research, law, professional knowledge and stakeholder evidence may inform development or may be cited transparently where relevant, but they do not become hidden certification requirements and do not imply endorsement of ICEQC.

Incorporation of an external provision as a normative condition shall be express, legally permitted, accessible to affected readers and identifiable in the ICEQC document.

The public identity system comprises the official organizational name, controlled logos and certification marks, document and edition identifiers, certificate identifiers, certified-client and certification-object identifiers, and the corresponding public-register record.

Each identifier shall be unique within its class, traceable to its controlled record and used without alteration that could obscure meaning.

A logo or abbreviated name shall not replace the document number, certificate number or scope information necessary to verify a claim.

An ICEQC certificate shall identify ICEQC as issuer; the legal name of the certified client; the certification object and precise scope; applicable sites, delivery modes, modules, learner groups or versions where relevant; the controlling ICEQC scheme, requirements and editions; a unique certificate identifier; the issue and expiry dates; and the current status or a direct means of verifying that status in the public register.

It shall state the institutional boundary of certification and shall not contain a claim broader than the decision record.

ICEQC certification is voluntary third-party attestation of conformity for the object, scope, edition and period identified in the certificate and public register.

It is not governmental authorization, permission to operate, statutory licensing, institutional or programme accreditation, approval of degrees or qualifications, academic equivalency, immigration or funding eligibility, a ranking, or a guarantee that every future activity or outcome will conform.

Certification of one service, programme, product, platform or site does not certify the holder's other activities.

A public claim shall identify the certified client or object accurately, use the term 'ICEQC certified' only with a current certification status, and state or link directly to the scope where omission could mislead.

The controlling statement is the public-register record.

Descriptive text may summarize a certification only if it preserves the standard, scope, edition, status and material exclusions.

A claim shall not imply that an application, assessment, recommendation, provisional result or payment constitutes certification before an authorized positive decision.

A certification mark may be used only by a certified client, for the period and scope authorized by the applicable mark rules and register status.

It shall remain legible, unaltered and accompanied by the scope or verification reference where necessary to prevent misunderstanding.

Placement shall not imply that an uncertified product, service, programme, site, affiliate or communication is certified.

The mark shall not be applied to a learner certificate, transcript, qualification, test result or personnel credential in a manner suggesting that ICEQC certified or awarded that individual outcome unless that precise object is within the registered scope.

No person shall represent ICEQC certification as government approval, statutory accreditation, licensing, degree recognition, institutional recognition, academic equivalence, endorsement by a referenced standards body, or membership in or authorization by an intergovernmental or national authority.

Claims of 'fully approved', 'officially recognized', 'government certified', 'internationally accredited', 'world ranked' or equivalent effect are prohibited unless the exact claim is independently true, lawfully evidenced and clearly unrelated to ICEQC certification.

Certification shall not be used to guarantee employment, admission, transfer credit, immigration, funding, commercial success or learning outcomes.

A parent, subsidiary, franchise, partner, reseller, member, campus, platform user or affiliated organization shall not claim certification solely because another related entity is certified.

Certification shall not be transferred by change of name, ownership, contract, platform, domain or location without the treatment required by the applicable certification rules.

Where a group name is used, the certified legal entity and included units shall remain clear.

Testimonials, comparisons and collective marketing shall preserve the same boundaries.

A digital certificate, badge, QR code, hyperlink, metadata record or interface response shall resolve to or accurately reproduce the controlled public-register record.

It shall not expose a status, scope or validity period different from that record.

Cached or copied representations shall carry enough identity and timing information to reveal possible staleness.

If a certificate, website statement, third-party profile or digital badge conflicts with the public register, the register governs public status pending correction of the conflicting representation.

During suspension, the holder shall not represent the affected scope as currently certified, although a factual statement of suspended status may be made where not misleading.

Following reduction, claims and marks shall be confined to the remaining scope.

Following withdrawal or expiry, new claims of current certification shall cease and controlled digital representations shall reflect the changed status.

Historical statements may be retained only when they state the relevant period and do not imply current validity.

Reference to an external standard, research source, law, professional body, technology or organization shall be accurate, necessary to the context and presented without implying sponsorship, approval or recognition of ICEQC.

A third-party mark shall not be combined with an ICEQC mark in a manner that creates a composite certification identity without documented authorization from the rights holders.

Comparative claims shall be factual, verifiable and limited to published characteristics; they shall not disparage or falsely imply equivalence with another conformity-assessment system.

Public ICEQC documents may identify research, external standards and other sources that materially informed their development through a bibliography, rationale or source note.

Such identification supports transparency but does not make a source the issuer or certifier.

Confidential legal advice, licensed working copies, personal data and protected deliberative records may remain access-controlled.

No access-controlled material shall contain a hidden requirement, threshold or interpretation necessary for a reader to understand or satisfy the public certification basis.

A person may report suspected misuse of an ICEQC name, document, certificate, mark or certification claim through the published route.

ICEQC shall protect the reliability of the public identity by proportionate clarification, correction of its own record, requirement for correction by an authorized user, status action under applicable certification rules, or legal protection of rights where necessary.

A response shall distinguish deliberate misuse from reasonable error and shall not imply a certification sanction before the competent decision authority has acted.

Publication of a standard, certification of a client, listing in the register, participation in standards development or citation in an ICEQC document does not constitute endorsement of an organization, product, service, political position or commercial claim.

Fees, sponsorship, membership, cooperation agreements and technical contributions shall not purchase certification, influence a conformity conclusion or confer preferential public status.

Any approved partnership statement shall be separate from and shall not expand the meaning of ICEQC certification.

Public identity rules shall be interpreted to protect accurate verification without preventing truthful reference to ICEQC.

A representation shall be assessed in its full context, including wording, images, placement, audience, language, links and omitted qualifications.

If a reasonable reader could understand the representation as broader, more current or more official than the public register supports, it shall be corrected.

Uncertainty shall be resolved by making the certification object, scope, issuer, status and institutional limits more explicit.

The full name International Council for Education Quality Certification and the abbreviation ICEQC shall be used only in controlled forms that identify the same organization.

Public records shall distinguish legal or institutional name, trading presentation and translated descriptive text without inventing another issuer.

The name shall not be combined with a government, university, standards body or international organization name to imply joint authority absent an express public arrangement.

A material naming inconsistency shall be corrected across standards, certificates, register, websites and structured data.

ICEQC shall describe itself accurately as a non-governmental education-quality standards and voluntary third-party certification organization established in Switzerland.

The description shall remain consistent with current public constitutional and legal information and shall permit verification of institutional contact and authority.

It shall not imply public-law status, delegated regulatory power, statutory accreditation, licensing, degree recognition or diplomatic or intergovernmental character.

A changed legal or organizational fact shall be updated prospectively with historical continuity preserved.

The ICEQC corporate logo identifies the organization and shall not by itself be presented as evidence that a person, service, product, programme or document is certified.

Authorized corporate use shall remain distinguishable from the certification mark and shall link to institutional identity where used publicly.

A representation concerning corporate logo shall identify or provide immediate access to the issuer, certified or published object, scope, controlling ICEQC documents and editions, current status and material limitations necessary for a reasonable reader.

Placement on event, research, partnership or correspondence material shall not imply certification or endorsement of all participants and content.

Misuse shall be removed or qualified according to likely public understanding.

The ICEQC certification mark shall communicate only a current certification within the object, scope, period and use conditions recorded by ICEQC.

Use shall include a certificate or verification reference where needed and shall remain subordinate to current Public Register status.

The mark shall not function as a product-safety, government-approval, accreditation, qualification or individual-outcome mark beyond the registered object.

Status or scope change shall trigger controlled removal, replacement or qualification.

Every ICEQC standard and controlled public document shall display its ICEQC number, controlled title, edition, language, status and responsible and approval authorities.

The canonical Standards Register record and content integrity shall permit readers to distinguish current, draft, superseded, withdrawn and translated texts.

A cover, extract, mirror or summary shall not remove identity in a way that makes modified or obsolete text appear authoritative.

A conflicting representation shall be corrected under ICEQC-GOV-002 and ICEQC-GOV-006.

A person may state accurately that ICEQC published a specified standard or that a document follows it, but shall not equate publication with certification.

The statement shall cite the exact number and edition and shall distinguish voluntary use from an authorized conformity decision.

Writing 'ICEQC standard compliant', 'approved to the standard' or equivalent requires a current registered certification where the context communicates certification.

An ambiguous standards claim shall be qualified or removed.

The public certification basis shall consist only of applicable published ICEQC normative documents and editions identified by the governing Scheme and decision.

Certificate and register records shall permit reconstruction of requirements and modules applied.

Research, guidance, internal records, assessor preferences and external sources shall not become hidden bases through citation or use during assessment.

A basis error shall be corrected and affected decisions reviewed by the competent certification authority.

ICEQC may cite external law, standards, research and professional material accurately with authorship, edition and purpose.

The citation shall identify whether the source is informative, incorporated, evidence or legal interface and shall respect rights.

Citation shall not name the source as issuer or imply that it sponsors, approves, recognizes or certifies ICEQC.

A misleading attribution shall be corrected and any composite public identity withdrawn.

A cooperation or partnership statement shall identify parties, purpose, period and limits and shall remain separate from certification identity.

A reader shall be able to verify the arrangement through an authorized public record where it is material.

A partner shall not issue ICEQC certificates, approve ICEQC Standards or claim preferential certification unless an express controlled arrangement lawfully grants a defined role.

Ended or changed relationships shall be updated so historic cooperation is not shown as current endorsement.

Every certificate shall identify ICEQC as the certification issuer and shall use controlled authentication and certificate numbering.

The Public Register shall confirm issuer, certificate, status and scope.

An assessor, partner, reseller, consultant, training provider, local representative or technology platform shall not appear as co-issuer unless a formally approved public scheme establishes that exact role.

An incorrectly issued or branded certificate shall be withdrawn or corrected without concealing the responsible decision record.

A materially inaccurate or unauthorized representation concerning issuer identity on certificates shall be corrected promptly and shall not remain in use merely because it was once approved, widely distributed or technically difficult to update.

A certificate shall state the verified legal name of the certified client and may add a trading name only where the relationship is clear.

The register shall enable a reasonable user to distinguish the holder from similarly named, related or successor entities while minimizing protected information.

Certification shall not extend to a parent, subsidiary, member, franchise or affiliate merely through brand association.

A legal-name or ownership change shall receive the review required by the Scheme before public records change.

The certified organization, service, programme, digital service, product, claim, person or defined combination shall be described in terms a reasonable reader can identify.

Model, version, programme title, location, responsible provider and other boundaries shall be stated where material.

A corporate name alone shall not imply that all activities and offerings are certified.

Ambiguous or changed object identity shall be clarified, reduced or reassessed before continued claims.

The certificate and register shall state a precise scope using bounded activities, objects, populations, locations, delivery modes, platforms, versions and exclusions as applicable.

The scope shall reproduce the authorized decision and shall remain the controlling public meaning of certification.

A representation concerning scope statement shall identify or provide immediate access to the issuer, certified or published object, scope, controlling ICEQC documents and editions, current status and material limitations necessary for a reasonable reader.

Open terms such as all services, complete institution or entire platform shall not be used unless the decision genuinely covers every material component implied.

A scope claim broader than the register shall be corrected and may require certification-status action.

Where certification is limited by physical or virtual site, each included site or controlled group shall be identifiable and material exclusions shall be clear.

The register may use an annex or structured list linked inseparably to the certificate.

Certification of headquarters shall not certify all branches, campuses, franchise locations, data centers or home-based delivery by implication.

Added, moved, closed or materially changed sites shall receive Scheme-authorized review before the public scope changes.

A scope shall identify onsite, remote, hybrid, synchronous, asynchronous or other delivery mode where quality controls and evidence differ materially.

The certificate and register shall use consistent language and shall link mode changes to the controlled certification record.

Certification of one mode shall not be represented as certification of every delivery format.

A new material mode shall be assessed or expressly excluded before claims are extended.

A certified product or digital service shall identify model, release, version range or controlled configuration necessary to know what was evaluated.

The register shall state permitted update treatment and current covered versions under the Scheme.

A representation concerning product and software version identity shall identify or provide immediate access to the issuer, certified or published object, scope, controlling ICEQC documents and editions, current status and material limitations necessary for a reasonable reader.

A materially changed product, fork, rebranded white-label version or future release shall not inherit certification automatically.

Stale version claims shall be removed and status review initiated where change affects conformity.

Where certification is limited to age, programme level, language, jurisdiction, access need or another learner group, that boundary shall be stated in scope.

Public descriptions shall enable intended users to determine whether they fall within the evaluated population.

Evidence for one group shall not be generalized to all learners through omission of the limitation.

A broader claim requires sufficient evidence and authorized scope decision.

A certificate shall identify the ICEQC Scheme, Standards and Modules and the editions applied to the positive decision.

The register shall preserve those editions and any transition status throughout the certificate lifecycle.

Use of a current-edition website link shall not rewrite the basis of an earlier decision.

Transition claims shall distinguish certification under an older permitted edition from conformity to its successor.

Issue, effective and expiry dates shall be displayed unambiguously as applicable and shall reflect the authorized decision record.

The register shall show current validity and relevant status-event dates.

A future expiry does not prove current active status, and a reprint date shall not extend validity.

An incorrect date capable of affecting reliance shall be corrected publicly and affected claims reviewed.

Active, suspended, reduced, withdrawn, expired and other public statuses shall use controlled meanings consistent across certificate, register, badge and structured response.

The Public Register is authoritative for current status at the time shown.

A copied active badge or certificate shall not override a later status event.

Status mismatch shall be corrected immediately where it could support an unauthorized claim.

The ICEQC Public Register shall be the authoritative public source for certification scope, status and validity.

Every certificate and approved digital badge shall provide a direct verification route and shall state that copied representations may become stale.

A third-party directory, cached page, social profile or applicant-held file shall not determine current status.

Register error shall be corrected by the competent authority with reliance protection and history rather than ignored because another copy is accurate.

A verification link shall resolve to the specific controlled certificate or register record through a secure and accessible ICEQC route.

The destination shall show certificate identifier, holder, object, scope, status, dates and edition basis necessary for verification.

A general homepage, marketing landing page or unverified search result is not sufficient.

Broken or redirected links shall be repaired without resolving historic identifiers to unrelated records.

A QR code may provide convenient verification but shall be accompanied by a visible certificate number or plain-text route.

The encoded destination shall use controlled ICEQC verification and shall not expose secrets or unnecessary personal data.
