Name

1.1 This document is ICEQC-ORG-2110, K–12 Education Quality Applicability Module.

Purpose

2.1 This Module establishes sector-specific application of ICEQC education quality requirements for K–12 education within a controlled certification scope.

Authority and application

3.1 This Module forms part of the ICEQC education organization certification architecture and applies to each certification scope component that provides K–12 education.

Certification object

4.1 The certification object remains the education organization and the exact scope confirmed under ICEQC-ORG-2000.

Selection rule

5.1 Required for each scope component that provides organized primary, secondary or through-school education to school-age learners.

Inherited requirements

6.1 ICEQC-ORG-2000 and every applicable ICEQC-QF-1000 requirement continue to apply. This Module does not replace or reduce them.

Education-content boundary

7.1 ICEQC does not prescribe, authorize or approve substantive curriculum or subject content. The Module evaluates whether the organization controls the quality of its declared educational provision.

Voluntary certification boundary

8.1 Application of this Module does not confer authority to operate, award authority, institutional recognition, curriculum authorization or another regulated status.

No comparative status

9.1 This Module creates no score, rank, grade, star, tier, award or comparative position.

Scope profiles

10.1 Every applicable scope profile in Schedule 1 shall be recorded. A scope profile describes operating conditions and is not a certification level.

Core requirement treatments

11.1 The core treatments in Schedule 2 apply to the affected scope component. A treatment may strengthen or clarify a core requirement and shall not reduce it.

Evidence operation

12.1 A single controlled record may support more than one requirement where it is sufficient and traceable. Duplicate documents are not required solely to mirror clause numbering.

School scope and grade-span control

13.1 The organization shall define and control the grade spans, learner ages, programmes, calendars, delivery modes, sites and completion boundaries included in the K–12 scope. 13.2 Application — Applies to every certification object using this sector module. 13.3 Non-applicability — NA is not available for a mandatory sector requirement. 13.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component.

Curriculum governance

14.1 The organization shall maintain accountable approval, mapping, review and change control for each curriculum implemented within scope without representing ICEQC as the curriculum authorizer. 14.2 Application — Applies to every certification object using this sector module. 14.3 Non-applicability — NA is not available for a mandatory sector requirement. 14.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component.

Learning time and timetable integrity

Admission and placement

Teaching and classroom implementation

Progress monitoring and early response

Assessment consistency

Learner and family reporting

Attendance and absence response

Minor safeguarding and authorized contact

Learner conduct, dignity and anti-bullying

Inclusion and learning support

Transitions and progression

Educator assignment and substitute continuity

26.1 The organization shall assign educators and substitutes according to verified competence, grade and subject needs and shall control continuity when planned personnel are unavailable. 26.2 Application — Applies to every certification object using this sector module. 26.3 Non-applicability — NA is not available for a mandatory sector requirement. 26.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component.

School-family interface

27.1 The organization shall define accessible and reliable channels for family information, consultation, consent, concern, complaint and review appropriate to learner age and circumstances. 27.2 Application — Applies to every certification object using this sector module. 27.3 Non-applicability — NA is not available for a mandatory sector requirement. 27.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component.

Boarding, transport and extended care

28.1 The organization shall control the educational interface, handovers, supervision, communication and continuity risks of boarding, transport or extended-care arrangements within scope. 28.2 Application — Applies where boarding, transport or extended-care arrangements are included in or materially support the K–12 scope. 28.3 Non-applicability — NA may be confirmed only where none of these arrangements exists within or materially supports the scope. 28.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component.

Multi-campus and network consistency

29.1 The organization shall define central and local authority and shall monitor consistent implementation across campuses, schools, franchises or learning centres within the certified scope. 29.2 Application — Applies where more than one campus, school, franchise or learning centre is included. 29.3 Non-applicability — NA may be confirmed only for a single-site and single-control certification object. 29.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component.

External curriculum and service partners

30.1 The organization shall retain accountability for educational quality where curriculum, teaching, assessment, platform, recruitment or support is supplied or controlled with another entity. 30.2 Application — Applies where another entity supplies or controls a material K–12 activity. 30.3 Non-applicability — NA may be confirmed only where no material external provider or partner exists. 30.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component.

Completion and progression claims

31.1 The organization shall ensure that statements concerning completion, promotion, admission, examination performance or learner destination are defined, supportable and limited to the evidence and authority actually held. 31.2 Application — Applies where the organization issues completion records or makes a result, progression or destination claim. 31.3 Non-applicability — NA may be confirmed only where no such record or claim exists. 31.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component.

School-wide improvement

32.1 The organization shall integrate learner progress, experience, safeguarding, attendance, assessment, complaint and delivery information into school-wide evaluation and improvement action. 32.2 Application — Applies to every certification object using this sector module. 32.3 Non-applicability — NA is not available for a mandatory sector requirement. 32.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component.

Evidence planning

33.1 The assessment plan shall apply every module-specific minimum-evidence and sampling rule and shall expand verification where a material exception or risk is identified.

Assessment conclusions

34.1 Each applicable additional requirement shall receive C, NC or confirmed NA. A positive decision remains prohibited while any applicable unit does not conform or any nonconformity remains open.

Certificate scope

35.1 The certificate and public register may identify this Module only for the exact scope components completely assessed under its effective version.

Surveillance

36.1 Surveillance shall address decision-critical module requirements, changes, earlier findings, incidents, complaints, public claims and representative scope components.

Change control

37.1 A material change in sector, learner group, programme, discipline, delivery mode, site, platform, partner, equipment dependency or public claim shall trigger module-applicability review.
