ICEQC assesses a defined Education Organization, Education Technology Service or Educational Product against the standards and requirements that apply to its confirmed scope.
Certification is granted only when every applicable Foundation Conformity Requirement is met. Applicants provide current documents and corresponding implementation records. If a requirement is not met, the applicant must complete the required remediation and ICEQC must verify the updated evidence before certification can be granted.
The result is one certification status. ICEQC does not score, rank, grade or assign certification levels.

How conformity is determined
- ICEQC confirms the certification object, scope and applicable requirements.
- Each applicable requirement is recorded as conforming or nonconforming.
- A requirement is recorded as not applicable only where ICEQC confirms an objective basis.
- Every applicable requirement must conform before certification is granted.
- ICEQC verifies that remediation is complete before making a positive certification decision.

Responsibilities
ICEQC
Publishes the standards, confirms scope and applicability, assesses evidence, records findings, verifies remediation, makes the certification decision and maintains certificate status.
Applicant and certificate holder
Maintains the required legal authority, defines the scope accurately, provides authentic evidence and access, completes required remediation, reports material changes and maintains conformity.
What the certificate confirms
The certificate and Public Certificate Register identify the certificate holder, certification object, approved scope, applicable standards, certification dates and current status.
What the certificate does not establish
- Government authorization or a licence to provide education.
- Statutory institutional or programme accreditation.
- Degree recognition or academic equivalence.
- A ranking or a finding of industry-best performance.
- Certification of any activity outside the scope shown in the Public Certificate Register.
