Name
1.1 This document is ICEQC-ORG-2140, Extracurricular Education Quality Applicability Module.
Purpose
2.1 This Module establishes sector-specific application of ICEQC education quality requirements for extracurricular education within a controlled certification scope.
Authority and application
3.1 This Module forms part of the ICEQC education organization certification architecture and applies to each certification scope component that provides extracurricular education.
Certification object
4.1 The certification object remains the education organization and the exact scope confirmed under ICEQC-ORG-2000.
Selection rule
5.1 Required for each scope component that provides organized tutoring, enrichment, arts, sport, language, STEM, coding, robotics, camp, practical-skill or other extracurricular education.
Inherited requirements
6.1 ICEQC-ORG-2000 and every applicable ICEQC-QF-1000 requirement continue to apply. This Module does not replace or reduce them.
Education-content boundary
7.1 ICEQC does not prescribe, authorize or approve substantive curriculum or subject content. The Module evaluates whether the organization controls the quality of its declared educational provision.
Voluntary certification boundary
8.1 Application of this Module does not confer authority to operate, award authority, institutional recognition, curriculum authorization or another regulated status.
No comparative status
9.1 This Module creates no score, rank, grade, star, tier, award or comparative position.
Scope profiles
10.1 Every applicable scope profile in Schedule 1 shall be recorded. A scope profile describes operating conditions and is not a certification level.
Core requirement treatments
11.1 The core treatments in Schedule 2 apply to the affected scope component. A treatment may strengthen or clarify a core requirement and shall not reduce it.
Evidence operation
12.1 A single controlled record may support more than one requirement where it is sufficient and traceable. Duplicate documents are not required solely to mirror clause numbering.
Extracurricular scope and discipline control
13.1 The organization shall define and control every discipline, programme, level, learner group, delivery mode, site, equipment dependency, event and completion record included in the extracurricular scope. 13.2 Application — Applies to every certification object using this sector module. 13.3 Non-applicability — NA is not available for a mandatory sector requirement. 13.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component.
Discipline profile selection

Learner suitability and entry

Programme purpose and level

Instructional design and lesson control

Instructor competence and assignment

Learner grouping and supervision

Progress, feedback and support

Assessment and completion records
21.1 The organization shall control any assessment, badge, certificate, level decision or completion record so that criteria, evidence, judgement, authorization, wording and verification are accurate. 21.2 Application — Applies where assessment, level decisions, badges, certificates or completion records are used. 21.3 Non-applicability — NA may be confirmed only where none is used. 21.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component.
Minor learner and family controls
22.1 The organization shall maintain age-appropriate consent, authorized contact, pickup, supervision, digital communication, imagery, reporting and personnel-suitability controls for every minor learner. 22.2 Application — Applies where a minor participates in or is materially affected by the scoped provision. 22.3 Non-applicability — NA may be confirmed only where no minor is involved. 22.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component.
Equipment and learning environment
23.1 The organization shall identify, provide, inspect, maintain, store and control equipment, materials and environments according to learner, discipline and activity needs. 23.2 Application — Applies where physical equipment, materials or controlled environments are used. 23.3 Non-applicability — NA may be confirmed only for provision with no material physical equipment, material or environment dependency. 23.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component.
Hazardous and higher-consequence activity
24.1 The organization shall identify higher-consequence activity, restrict participation, verify readiness and competence, control supervision and emergency response, and obtain current recognized evidence for specialist dependencies. 24.2 Application — Applies where an activity may cause material physical, health, digital, financial or other harm if inadequately controlled. 24.3 Non-applicability — NA may be confirmed only where no higher-consequence activity exists. 24.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component.
External examinations, competitions and auditions
25.1 The organization shall distinguish its own educational service from an external examination, competition, audition or selection process and shall accurately control entry, preparation, result and authorization claims. 25.2 Application — Applies where the service prepares, enters or supports learners for an external examination, competition, audition or selection. 25.3 Non-applicability — NA may be confirmed only where no such external process is connected to the scope. 25.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component.
Trials, fees, cancellation and refund

Camps, events, travel and off-site learning
27.1 The organization shall control scope, consent, responsibility, staffing, handover, itinerary, communication, learner accountability, continuity and specialist dependencies for a camp, event, travel or off-site activity. 27.2 Application — Applies where a camp, event, travel or off-site learning activity is within scope. 27.3 Non-applicability — NA may be confirmed only where none exists. 27.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component.
Digital contact, imagery and public performance
28.1 The organization shall control consent, access, recording, storage, sharing and withdrawal for learner digital contact, imagery, performances, portfolios and social publication. 28.2 Application — Applies where digital contact, imagery, recording, performance publication or portfolio sharing occurs. 28.3 Non-applicability — NA may be confirmed only where none occurs. 28.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component.
Attendance, handover and non-attendance
29.1 The organization shall maintain reliable attendance, arrival, departure and handover controls and shall respond to unexplained absence or failed pickup according to learner age and risk. 29.2 Application — Applies to every certification object using this sector module. 29.3 Non-applicability — NA is not available for a mandatory sector requirement. 29.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component.
Outcome and marketing claims
30.1 The organization shall ensure that claims concerning scores, admission, competition, mastery, certification, employment, performance or other benefit are defined, supportable, limited and corrected when misleading. 30.2 Application — Applies where a result, advantage or effectiveness claim is made. 30.3 Non-applicability — NA may be confirmed only where no such claim exists. 30.4 Determination — Conformity exists only where verified evidence establishes fulfilment of this requirement throughout every applicable scope component.
Substitute, cancellation and continuity

Complaint, incident and improvement

Evidence planning
33.1 The assessment plan shall apply every module-specific minimum-evidence and sampling rule and shall expand verification where a material exception or risk is identified.
Assessment conclusions
34.1 Each applicable additional requirement shall receive C, NC or confirmed NA. A positive decision remains prohibited while any applicable unit does not conform or any nonconformity remains open.
Certificate scope
35.1 The certificate and public register may identify this Module only for the exact scope components completely assessed under its effective version.
Surveillance
36.1 Surveillance shall address decision-critical module requirements, changes, earlier findings, incidents, complaints, public claims and representative scope components.
Change control
37.1 A material change in sector, learner group, programme, discipline, delivery mode, site, platform, partner, equipment dependency or public claim shall trigger module-applicability review.
