Clarifies the scope, evidence and assurance considerations relevant to inclusive and equitable quality education.

Current consideration of inclusive and equitable quality education is informed by the Incheon Declaration adopted in May 2015, with consequences for governance, evidence and the treatment of affected learners. In reviewing the assurance matter, the requirement should be read as an assurance obligation: the provider must be able to explain the control, show its operation and account for material exceptions. The unit of review should correspond to the full reach of the decision, including significant differences in provision and population. A policy approved at the centre is insufficient where local implementation has not been tested.

Failure in relation to the matter under review may arise even where the stated policy is reasonable. Material concerns include learner experience omitted from review, evidence selected to confirm a preferred conclusion, variation across sites or programmes, and corrective action closed on activity rather than effect. An exception should be assessed by effect, duration, recurrence and reach, including possible exposure beyond the initial sample.

The present position

Implementation of inclusive and equitable quality education should be organised around a decision that can be tested. A decision concerning the stated expectation should recognise that conformity should not be inferred from a policy document alone; operating records and outcomes should show that the stated arrangements are in use. Oversight requires a traceable line from the approved objective through responsible action to evidence of outcome.

The formal status of the Incheon Declaration adopted in May 2015 should be preserved in any public account. Adoption records an agreed instrument or policy position; it does not necessarily make every provision directly enforceable in every jurisdiction. For the stated expectation, the instrument should be used to identify the intended direction, the actors addressed and the implementation measures that remain necessary. Domestic law and authorised guidance continue to determine specific legal duties.

The Incheon Declaration, adopted at the World Education Forum in May 2015, sets a vision of inclusive and equitable quality education and lifelong learning for all. It places equity, inclusion, gender equality, learning outcomes and public responsibility within one agenda. Implementation requires attention to groups excluded from aggregate progress and to the teachers, finance, governance and evidence needed to deliver the commitment.

Operational significance

The analysis of inclusive and equitable quality education should remain within the limits of the evidence. Oversight of the matter under review should reflect the principle that the volume of documentation is not a measure of conformity. Relevance, integrity and coverage are more important than the number of records produced. For the assurance matter, quality cannot be inferred from reputation, intention or documentation alone. Documented intention should be tested against practice and observable result. Material uncertainty should result in further enquiry or an expressly limited finding.

The evidential record should be limited to material that can answer the question under review. For the stated expectation, the most relevant material is likely to include verified corrective action, implementation and monitoring records, exception and complaint records, and representative outcome information. No source should carry more weight than its coverage and reliability permit, and unresolved uncertainty should remain visible.

The assurance record for the relevant requirement should retain the date of the evidence, the source responsible for it, the scope examined and the version of any instrument or definition applied. The retained record should show whether later movement reflects changed conditions or a change in the information reported. A superseded conclusion should be retained where it formed the basis of a material decision.

What should be examined

Jurisdictional and evidential limits

The system and institutional dimensions of inclusive and equitable quality education should be considered together. The analysis of the assurance matter proceeds on the basis that quality assurance should connect stated educational purposes with implemented controls, reliable evidence and action where outcomes fall below expectation. Public authorities establish the legal and policy setting; providers remain accountable for the quality and integrity of provision within their control. Responsibility at one level cannot be treated as a substitute for action required at the other.

Accountability for the assurance matter should follow decision-making authority. Oversight is effective only if the responsible body receives the evidence and records its decision on resources, policy and residual risk. The operating function may change, but responsibility for oversight and learner protection should remain clear.

Assurance concerning the control requires corroborating evidence across the material scope. The final judgement should connect the applicable expectation to implementation and outcomes while identifying unresolved risk.
