Gendered Effects of Conflict on Participation and Completion

A global comparative indicator study of entry, attendance, progression, completion and gender interpretation

Conflict affects participation and completion through several pathways that do not have one universal gender direction. In some settings girls face greater restriction through unsafe travel, domestic and care responsibilities, early marriage, sexual violence, sanitation or institutional exclusion. In others boys face greater exposure to recruitment, detention, hazardous work or security suspicion. These mechanisms can operate together, change over time and affect entry, attendance, progression, examination and completion differently. A single female-to-male ratio cannot represent the full effect.

Teacher Loss, Absence and Deployment in Crisis-Affected Regions

A comparative indicator study of workforce interruption, teacher availability and equitable staffing under armed conflict and displacement

completed, hours, arrangement, conversely are material to teacher loss, absence and deployment in crisis-affected regions only when the record connects the stated measure to actual delivery and affected learners. A funded post may be vacant. A person on the payroll may be assigned outside a school, absent on the observation day, working part time or teaching a subject for which no preparation has been completed. A teacher present at school may have fewer instructional hours because the timetable, school calendar, shift arrangement or non-teaching duties reduce contact with pupils. Conversely, one teacher may serve more than one class, grade or school. Any account of teacher supply that does not preserve these distinctions can report apparent sufficiency while children receive no dependable instruction.

Counting Learners Excluded by Conflict: Data Gaps, Displacement and Double Counting

A global comparative indicator study of population boundaries, fragmented records and conflict-related educational exclusion

more, definitions, judgement, distribution require the counting learners excluded by conflict: data gaps, displacement and analysis to distinguish authority, observed condition and educational effect. A rising enrolment rate can coexist with persistent exclusion in a remote district, a poor household group or a population displaced by conflict or disaster. Gender parity at national level can coexist with disadvantage for poor rural girls and poor urban boys. A stable completion rate may hide increasing delay, repetition or withdrawal among groups whose educational records and population denominators are weakest. The evidentiary task is therefore not simply to publish more categories. It is to construct distributions whose populations, definitions, uncertainty and limits permit fair public judgement.
