Institutional Strategies for Sustained Literacy Improvement in Low-Participation Communities
A global quality-improvement study of institutional reach, continuity, learning conditions, participation, accountability and durable capability
Low participation in literacy provision is seldom explained by an absence of interest in learning. It more often reflects an institutional failure to make a credible offer: provision is distant or irregular; teaching times conflict with paid and unpaid work; the language of instruction is unfamiliar; materials bear little relation to the texts adults need to use; disability access is absent; previous attendance brought no visible progress; or learners reasonably fear exposure, embarrassment or social sanction. A programme that counts places without examining these conditions may be available while remaining inaccessible in practice.
