Temporary learning provision may be required when ordinary institutions are inaccessible, unsafe, damaged, over capacity or unable to serve displaced and mobile learners. Its temporary character does not remove public responsibility for safety, non-discrimination, meaningful instruction, records and a route into continuing education.
