Accountability in Education: Purpose, Proportionality and the Limits of Attribution

A global standards interpretation of educational responsibility, proportionate consequence, causal restraint and remedy

Accountability evidence supports improvement when it identifies a bounded educational condition, preserves context and uncertainty, assigns response to an authority capable of remedy, and returns to verify whether learners benefited. It distorts improvement when an available measure becomes the objective, when a rank substitutes for diagnosis, when sanctions attach to unstable differences or when institutions are rewarded for excluding difficult cases. The design should therefore be judged by the educational behaviour it encourages as well as by the accuracy of each released value.

Transparent Responsibilities for Governments, Institutions, Teachers and Families

A global standards-interpretive study of public duty, professional responsibility, participation and remedy

Transparent responsibility begins with the distinction between a public duty and the contributions made by institutions, teachers, families, learners and communities. Governments remain responsible for the legal, financial and system conditions through which the right to education is secured. Institutions organize and assure provision within delegated authority. Teachers exercise professional responsibility for teaching, assessment, inclusion and learner welfare within their competence. Families support participation and contribute knowledge of learner circumstances, but they do not inherit the State's duty or become liable for conditions they lack authority or resources to change.

Publication of Education Performance Information: Accuracy, Privacy and Public Interest

A global standards-interpretive study of valid claims, safe disclosure, intelligibility and corrective responsibility

Education performance information serves the public interest when it supports accurate judgement, reveals unequal opportunity, protects the people represented and permits correction. Publication is not justified merely because a number exists, nor should privacy be invoked to conceal material institutional failure. The governing standard joins necessity, validity, proportionality, intelligibility and protection. Each release should state the claim, population, period, source, uncertainty and authorized use and should withhold or combine detail where disclosure would create a material risk that cannot be controlled.
