Fair Assessment of Learners with Interrupted or Cross-Border Education Histories

A standards interpretation of placement, language, prior learning, progression and recognition

Learners with interrupted or cross-border histories may have incomplete records, unfamiliar curricula, different languages of instruction or long periods outside formal provision. These conditions affect what an assessment can validly infer. They do not justify automatic placement below age, indefinite preparatory provision or refusal of access while perfect evidence is sought. Fair assessment should enable entry, appropriate support and recognised progression. The institutional consequence is a documented decision with a responsible body and review point. For fair assessment after interrupted or cross-border education, the issue under review within Executive summary must establish whether assessment enables placement, support and recognised progression.
