Public Reporting of Educational Disruption: Definitions and Comparability

A standards interpretation of closure, participation, continuity, coverage and valid comparison

Educational disruption should be reported through defined institutional and learner states. In relation to public reporting of educational disruption, this proposition bears directly on the issue under review within Executive summary: whether definitions and time bases permit responsible comparison; the authority should identify the affected population, accountable body and review point. A nationwide closure announcement, local building closure, adjusted calendar, partial opening, remote offer, learner contact and effective participation are not interchangeable. Public reporting should state the responsible authority, geographic coverage, institutions and levels affected, start and end dates, exceptions and revision.

Assessment and Progression when Normal Teaching Conditions Cannot Be Met

A policy synthesis of early planning duties during worldwide COVID-19 disruption

At the 16 June 2020 evidence cut-off, education systems were experiencing rapidly expanding closure and disruption associated with COVID-19. The World Health Organization had characterized COVID-19 as a pandemic on 11 March, UNESCO had documented the spread of institutional closures, and the United Nations had issued an early account of the wider social and economic effects. This report addresses readiness for an inclusive reopening decision; it does not use later reopening frameworks, health guidance, closure estimates or observed results.

Minimum Expectations for Remote Education during Prolonged Disruption

A global standards interpretive study of continuity, access, teaching, protection and accountability

Remote arrangements are temporary means of continuing the education entitlement during prolonged disruption. The minimum is not satisfied by naming a platform, broadcasting content or distributing worksheets. Learners need meaningful contact, accessible learning, teacher explanation, feedback, safeguarding and a route back to broad institution-based education.
