A global comparative indicator study of concepts, survey methods, direct assessment, coverage, linguistic context and responsible interpretation

Adult literacy statistics are indispensable to education policy and unusually difficult to interpret. A national rate may be drawn from a census question answered by the individual, a statement made by another household member, an assumption based on schooling, a short reading task or a broader assessment of performance across several kinds of text. These methods do not necessarily measure the same construct, cover the same population or produce comparable values.

Household Disadvantage and Participation in Education: A Disaggregation Protocol

A global methodological study of household survey populations, welfare groupings, participation measures and inequality reporting

National education averages can improve while children in particular household circumstances remain outside school, attend irregularly or leave without completing basic education. Household surveys and population censuses can reveal differences associated with resources, residence, sex, household composition, parental education, language, work and other circumstances that school returns do not observe consistently. Their capacity to disaggregate is a public asset, but it also creates risks of weak classification, unstable estimates, causal overstatement and the statistical disappearance of children outside the household sampling frame.

Completion, Repetition and Late Entry: A Cohort-Based View of Basic Education Quality

A comparative indicator study of progression, age-for-grade, completion and the interpretation of administrative and household evidence

Completion is a central test of whether a basic education system converts the right to enter school into a sustained educational opportunity. It is not, however, a single observable event with one universal measure. Administrative statistics may count new entrants to the final grade against the population of official graduation age. School records may trace the progress of a reconstructed cohort. Household surveys may establish whether children of a given age attend school or have completed a level. Each approach answers a different question and carries different error.
