Participation before Primary School: Age, Duration and Equity in Comparative Indicators
A global study of definitions, age profiles, exposure, distribution and the responsible interpretation of early childhood participation measures
Participation before primary school is increasingly used to describe the reach of early childhood policy. The apparent simplicity of a participation rate conceals substantial differences in programme boundary, age, intensity, duration, provider coverage and source. These differences matter because the indicator may be used to allocate resources, assess equity, compare national progress or infer the foundations available for later learning. A rate that does not disclose its construction cannot bear all of these interpretations.
