Protecting Education Budgets during the COVID-19 Fiscal Shock

A policy synthesis of access, continuity, reopening, institutional duties and correction

Education continuity during COVID-19 is a continuing public duty under altered and uncertain conditions. In relation to protection of education budgets during fiscal shock, this proposition bears directly on the issue under review within Executive summary: whether allocations sustain equitable continuity and recovery; the authority should identify the affected population, accountable body and review point. Closure, remote provision, partial reopening and renewed interruption can coexist across places and levels. Authorities should preserve entitlement, learner contact, teaching, support, records, progression and remedy while applying proportionate health-related rules issued by competent bodies.

Inclusive Reopening of Education Institutions: Risk, Access and Public Confidence

A policy synthesis of early planning duties during worldwide COVID-19 disruption

At the 9 April 2020 evidence cut-off, education systems were experiencing rapidly expanding closure and disruption associated with COVID-19. The World Health Organization had characterized COVID-19 as a pandemic on 11 March, UNESCO had documented the spread of institutional closures, and the United Nations had issued an early account of the wider social and economic effects. This report addresses readiness for an inclusive reopening decision; it does not use later reopening frameworks, health guidance, closure estimates or observed results.
