A global quality-improvement study of institutional reach, continuity, learning conditions, participation, accountability and durable capability

Low participation in literacy provision is seldom explained by an absence of interest in learning. It more often reflects an institutional failure to make a credible offer: provision is distant or irregular; teaching times conflict with paid and unpaid work; the language of instruction is unfamiliar; materials bear little relation to the texts adults need to use; disability access is absent; previous attendance brought no visible progress; or learners reasonably fear exposure, embarrassment or social sanction. A programme that counts places without examining these conditions may be available while remaining inaccessible in practice.

Improving the Reliability of School Development Plans through Baselines and Milestones

A global quality-improvement study of evidence, priorities, staged results, resources, participation and accountable review

A school development plan is reliable when it provides a credible account of the condition to be improved, the learner population affected, the result sought, the actions and resources required, the intermediate evidence expected and the decisions that will follow. It is unreliable when ambition is detached from a baseline, activities are treated as outcomes, milestones describe meetings rather than changed practice, or reported progress cannot be reproduced.

From Inspection Findings to Corrective Action: A Proportionate Improvement Cycle

A quality-improvement study of evidence, severity, responsibility, remedy, follow-up and closure in education oversight

Inspection has public value only when reliable findings lead to an appropriate response. A school visit, judgement or published report does not by itself protect learners or improve teaching. The quality function lies in the complete sequence: defining the standard; gathering sufficient evidence; distinguishing fact from interpretation; determining significance and responsibility; requiring or supporting corrective action; verifying implementation; and closing the matter only when the relevant condition has changed or the finding has been lawfully reconsidered.
