Maintaining Learner Engagement where Access to Technology Is Unequal

A standards interpretation of closure, participation, continuity, coverage and valid comparison

Educational disruption should be reported through defined institutional and learner states. In relation to learner engagement amid unequal technology access, this proposition bears directly on the issue under review within Executive summary: whether the service reaches learners excluded by connectivity, device or support constraints; the authority should identify the affected population, accountable body and review point. A nationwide closure announcement, local building closure, adjusted calendar, partial opening, remote offer, learner contact and effective participation are not interchangeable. Public reporting should state the responsible authority, geographic coverage, institutions and levels affected, start and end dates, exceptions and revision.
