Executive summary
Learning poverty combines schooling deprivation with failure to reach a minimum reading standard by a reference age. It is a population-level policy signal, not an individual diagnosis or a complete definition of education quality. The schooling and learning components, population, threshold, year and formula should remain visible.
The schooling component depends on age, population and participation definitions. Enrolment does not establish attendance or instructional exposure, and household and administrative sources may cover different people. Displacement, mobility, non-formal provision and uneven return after closure require explicit treatment.
The learning component may use national, regional or international assessments and may require linking or modelling. A shared reading label does not establish an identical construct or threshold. Assessment participation, language, accessibility, linking error and estimation status should qualify the result. Modelled values should never circulate as direct observations.
National estimates can conceal inequalities by poverty, location, disability, gender and migration. Group levels and counts should accompany disparities, while small populations require uncertainty and confidentiality. Context should identify opportunity and public responsibility without lowering the common learning entitlement or treating group identity as a cause.
Policy should address both access and teaching. Authorities need outreach and continuity for children outside education, direct learner diagnosis for focused instruction, sustained teacher support and finance tied to verified barriers. The indicator should not narrow the curriculum, encourage exclusion or replace learner-level educational evidence.
Key findings
- Learning poverty combines schooling deprivation and minimum reading proficiency.
- It is a population indicator and should not become an individual learner label.
- Enrolment, attendance and instructional exposure should remain distinct.
- Assessment linking and modelled values require visible uncertainty and source identity.
- Group levels and counts should accompany national estimates and gap measures.
- Policy use should connect access, teaching, teacher support and public finance.
- Public targets should be monitored for exclusion and curriculum narrowing.
- The later June 2022 global estimate was unavailable at cutoff and is excluded.
Scope and method
A defensible account of scope and method distinguishes it covers definition, participation, learning evidence, linking, modelling, inequality, policy action and reporting. For the learners concerned, the decisive consideration is whether the widely cited global estimate released later in June 2022 and summit results require separate dated evidence or implied. This global comparative indicator study examines the scope, estimation and policy use of learning poverty as at 14 June 2022.
Evidence is confined to official international and European institutional material available by the cutoff, including rights and education instruments, statistical and equity guidance, pandemic and recovery evidence, migration and displacement material, finance analysis and the pre-cutoff learning-poverty framework.
Part I
Definition, purpose and limits
The combined schooling-and-learning concept
The combined schooling-and-learning concept defines a material issue within the indicator definition. For the combined schooling-and-learning concept, the affected population is children in and outside school near the reference age, and the immediate evidence concerns schooling deprivation and minimum reading proficiency. In estimating the combined schooling-and-learning concept, a valid account states the population, age or level, source, reference year and evidence status. Within evidence on the combined schooling-and-learning concept, the combined indicator should not erase the different meanings of schooling deprivation and reading proficiency.[REF-05] [REF-29] [REF-30] [REF-70]
The principal risk is that one component or a general education deficit is called learning poverty. In estimating the combined schooling-and-learning concept, this can create a false comparison, hide excluded learners or turn an aggregate signal into an individual label. Within evidence on the combined schooling-and-learning concept, review should reconstruct who enters each component, how the denominator is formed and which observations, links or assumptions support the estimate.[REF-05] [REF-29] [REF-30]
The recommended response is to publish both components and the exact combination. Within evidence on the combined schooling-and-learning concept, publication should preserve component values, source identity, population coverage, threshold, observation year, model status and uncertainty. For interpretation of the combined schooling-and-learning concept, when a later estimate changes, the earlier evidence record should remain dated and available. In policy use of the combined schooling-and-learning concept, a bounded range is preferable to unwarranted precision.[REF-29] [REF-30] [REF-70]
Evidence for the combined schooling-and-learning concept should distinguish direct observation, linked assessment and modelled value. For interpretation of the combined schooling-and-learning concept, school registers, household surveys and assessments observe different populations. In policy use of the combined schooling-and-learning concept, disagreement may reveal timing, coverage or construct differences. For reporting on the combined schooling-and-learning concept, combining sources requires an explicit mapping and should not make unlike data appear directly interchangeable.[REF-05] [REF-70]
Equity analysis for the combined schooling-and-learning concept should retain levels and counts by material group where evidence permits. In policy use of the combined schooling-and-learning concept, poverty, territory, disability, gender, language and movement can affect participation and assessment. For reporting on the combined schooling-and-learning concept, small samples and differential missingness require restrained conclusions. For the combined schooling-and-learning concept, context should direct support without lowering the common standard.[REF-29] [REF-30] [REF-70]
Policy use of the combined schooling-and-learning concept should connect the indicator to the institution controlling the barrier. For reporting on the combined schooling-and-learning concept, schooling deprivation calls for outreach, admission and continuity; learning shortfall calls for direct diagnosis, teaching and follow-up. For the combined schooling-and-learning concept, teacher support, accessible materials and finance should be traced to learner receipt rather than inferred from policy adoption.[REF-05] [REF-29] [REF-30] [REF-70]
Incentive review for the combined schooling-and-learning concept should monitor admission, assessment participation, exclusions and curriculum breadth. For the combined schooling-and-learning concept, a public target can improve through better education, but also through population selection or narrow rehearsal. In estimating the combined schooling-and-learning concept, group coverage and wider learning should remain visible, and high-consequence decisions should never rely on the aggregate indicator alone.[REF-29] [REF-30] [REF-70]
Public accountability for the combined schooling-and-learning concept should state the finding, uncertainty, competent owner, financed response and later learner-facing test. In estimating the combined schooling-and-learning concept, communication should avoid stigma and distinguish what was known by 14 June 2022 from later estimates. Within evidence on the combined schooling-and-learning concept, corrections should identify their cause and effect on comparison without rewriting the contemporaneous record.[REF-05] [REF-29] [REF-30] [REF-70]
Reference age and education stage
Reference age and education stage defines a material issue within the population boundary. For reference age and education stage, the affected population is children approaching the end of primary-age foundations, and the immediate evidence concerns age, grade and exposure. In estimating reference age and education stage, a valid account states the population, age or level, source, reference year and evidence status. Within evidence on reference age and education stage, the combined indicator should not erase the different meanings of schooling deprivation and reading proficiency.[REF-06] [REF-17] [REF-38] [REF-70]
The principal risk is that age ten is treated as a uniform grade or instructional history. In estimating reference age and education stage, this can create a false comparison, hide excluded learners or turn an aggregate signal into an individual label. Within evidence on reference age and education stage, review should reconstruct who enters each component, how the denominator is formed and which observations, links or assumptions support the estimate.[REF-06] [REF-17] [REF-38]
The recommended response is to state age, grade mapping and late-entry treatment. Within evidence on reference age and education stage, publication should preserve component values, source identity, population coverage, threshold, observation year, model status and uncertainty. For interpretation of reference age and education stage, when a later estimate changes, the earlier evidence record should remain dated and available. In policy use of reference age and education stage, a bounded range is preferable to unwarranted precision.[REF-17] [REF-38] [REF-70]
Evidence for reference age and education stage should distinguish direct observation, linked assessment and modelled value. For interpretation of reference age and education stage, school registers, household surveys and assessments observe different populations. In policy use of reference age and education stage, disagreement may reveal timing, coverage or construct differences. For reporting on reference age and education stage, combining sources requires an explicit mapping and should not make unlike data appear directly interchangeable.[REF-06] [REF-70]
Equity analysis for reference age and education stage should retain levels and counts by material group where evidence permits. In policy use of reference age and education stage, poverty, territory, disability, gender, language and movement can affect participation and assessment. For reporting on reference age and education stage, small samples and differential missingness require restrained conclusions. For reference age and education stage, context should direct support without lowering the common standard.[REF-17] [REF-38] [REF-70]
Policy use of reference age and education stage should connect the indicator to the institution controlling the barrier. For reporting on reference age and education stage, schooling deprivation calls for outreach, admission and continuity; learning shortfall calls for direct diagnosis, teaching and follow-up. For reference age and education stage, teacher support, accessible materials and finance should be traced to learner receipt rather than inferred from policy adoption.[REF-06] [REF-17] [REF-38] [REF-70]
Incentive review for reference age and education stage should monitor admission, assessment participation, exclusions and curriculum breadth. For reference age and education stage, a public target can improve through better education, but also through population selection or narrow rehearsal. In estimating reference age and education stage, group coverage and wider learning should remain visible, and high-consequence decisions should never rely on the aggregate indicator alone.[REF-17] [REF-38] [REF-70]
Public accountability for reference age and education stage should state the finding, uncertainty, competent owner, financed response and later learner-facing test. In estimating reference age and education stage, communication should avoid stigma and distinguish what was known by 14 June 2022 from later estimates. Within evidence on reference age and education stage, corrections should identify their cause and effect on comparison without rewriting the contemporaneous record.[REF-06] [REF-17] [REF-38] [REF-70]

Within evidence on minimum reading as a threshold, the combined indicator should not erase the different meanings of schooling deprivation and reading proficiency.[REF-02] [REF-17] [REF-30] [REF-70]
The principal risk is that the standard is treated as all literacy or all learning. In estimating minimum reading as a threshold, this can create a false comparison, hide excluded learners or turn an aggregate signal into an individual label. Within evidence on minimum reading as a threshold, review should reconstruct who enters each component, how the denominator is formed and which observations, links or assumptions support the estimate.[REF-02] [REF-17] [REF-30]

Policy use of reference year and pandemic projection should connect the indicator to the institution controlling the barrier. For reporting on reference year and pandemic projection, schooling deprivation calls for outreach, admission and continuity; learning shortfall calls for direct diagnosis, teaching and follow-up. For reference year and pandemic projection, teacher support, accessible materials and finance should be traced to learner receipt rather than inferred from policy adoption.[REF-19] [REF-52] [REF-71] [REF-72]
Incentive review for reference year and pandemic projection should monitor admission, assessment participation, exclusions and curriculum breadth. For reference year and pandemic projection, a public target can improve through better education, but also through population selection or narrow rehearsal. In estimating reference year and pandemic projection, group coverage and wider learning should remain visible, and high-consequence decisions should never rely on the aggregate indicator alone.[REF-52] [REF-71] [REF-72]
Public accountability for reference year and pandemic projection should state the finding, uncertainty, competent owner, financed response and later learner-facing test. In estimating reference year and pandemic projection, communication should avoid stigma and distinguish what was known by 14 June 2022 from later estimates. Within evidence on reference year and pandemic projection, corrections should identify their cause and effect on comparison without rewriting the contemporaneous record.[REF-19] [REF-52] [REF-71] [REF-72]
Part IV
Inequality, context and missing groups
Poverty and household resources
Poverty and household resources defines a material issue within the socioeconomic inequality. For poverty and household resources, the affected population is children in households with different material capacity, and the immediate evidence concerns wealth group, participation and proficiency. In estimating poverty and household resources, a valid account states the population, age or level, source, reference year and evidence status. Within evidence on poverty and household resources, the combined indicator should not erase the different meanings of schooling deprivation and reading proficiency.[REF-03] [REF-04] [REF-38] [REF-71]
The principal risk is that relative wealth groups are treated as fixed absolute conditions. In estimating poverty and household resources, this can create a false comparison, hide excluded learners or turn an aggregate signal into an individual label. Within evidence on poverty and household resources, review should reconstruct who enters each component, how the denominator is formed and which observations, links or assumptions support the estimate.[REF-03] [REF-04] [REF-38]
The recommended response is to state construction and current access evidence. Within evidence on poverty and household resources, publication should preserve component values, source identity, population coverage, threshold, observation year, model status and uncertainty. For interpretation of poverty and household resources, when a later estimate changes, the earlier evidence record should remain dated and available. In policy use of poverty and household resources, a bounded range is preferable to unwarranted precision.[REF-04] [REF-38] [REF-71]
Evidence for poverty and household resources should distinguish direct observation, linked assessment and modelled value. For interpretation of poverty and household resources, school registers, household surveys and assessments observe different populations. In policy use of poverty and household resources, disagreement may reveal timing, coverage or construct differences. For reporting on poverty and household resources, combining sources requires an explicit mapping and should not make unlike data appear directly interchangeable.[REF-03] [REF-71]
Equity analysis for poverty and household resources should retain levels and counts by material group where evidence permits. In policy use of poverty and household resources, poverty, territory, disability, gender, language and movement can affect participation and assessment. For reporting on poverty and household resources, small samples and differential missingness require restrained conclusions. For poverty and household resources, context should direct support without lowering the common standard.[REF-04] [REF-38] [REF-71]

Within evidence on poverty and household resources, corrections should identify their cause and effect on comparison without rewriting the contemporaneous record.[REF-03] [REF-04] [REF-38] [REF-71]
Location and service geography
Location and service geography defines a material issue within the territorial inequality. For location and service geography, the affected population is children in remote, rural and informal-settlement communities, and the immediate evidence concerns distance, staffing, connectivity and learning. In estimating location and service geography, a valid account states the population, age or level, source, reference year and evidence status. Within evidence on location and service geography, the combined indicator should not erase the different meanings of schooling deprivation and reading proficiency.[REF-07] [REF-11] [REF-38] [REF-53]
The principal risk is that rural-urban averages conceal local service barriers. In estimating location and service geography, this can create a false comparison, hide excluded learners or turn an aggregate signal into an individual label. Within evidence on location and service geography, review should reconstruct who enters each component, how the denominator is formed and which observations, links or assumptions support the estimate.[REF-07] [REF-11] [REF-38]
The recommended response is to link group levels to territorial conditions. Within evidence on location and service geography, publication should preserve component values, source identity, population coverage, threshold, observation year, model status and uncertainty. For interpretation of location and service geography, when a later estimate changes, the earlier evidence record should remain dated and available. In policy use of location and service geography, a bounded range is preferable to unwarranted precision.[REF-11] [REF-38] [REF-53]
Evidence for location and service geography should distinguish direct observation, linked assessment and modelled value. Within evidence on location and service geography, corrections should identify their cause and effect on comparison without rewriting the contemporaneous record.[REF-07] [REF-11] [REF-38] [REF-53]
Disability and accessible evidence
Disability and accessible evidence defines a material issue within the disability inequality. For disability and accessible evidence, the affected population is children with varied functional and support needs, and the immediate evidence concerns participation, accommodation and reading evidence. In estimating disability and accessible evidence, a valid account states the population, age or level, source, reference year and evidence status. Within evidence on disability and accessible evidence, the combined indicator should not erase the different meanings of schooling deprivation and reading proficiency.[REF-10] [REF-15] [REF-38] [REF-53]
The principal risk is that inaccessible collection excludes children and improves averages. In estimating disability and accessible evidence, this can create a false comparison, hide excluded learners or turn an aggregate signal into an individual label. Within evidence on disability and accessible evidence, review should reconstruct who enters each component, how the denominator is formed and which observations, links or assumptions support the estimate.[REF-10] [REF-15] [REF-38]
The recommended response is to report functional coverage and exclusions. Within evidence on disability and accessible evidence, publication should preserve component values, source identity, population coverage, threshold, observation year, model status and uncertainty. For interpretation of disability and accessible evidence, when a later estimate changes, the earlier evidence record should remain dated and available. In policy use of disability and accessible evidence, a bounded range is preferable to unwarranted precision.[REF-15] [REF-38] [REF-53]

Gender and stage-specific barriers defines a material issue within the gender inequality. For gender and stage-specific barriers, the affected population is girls, boys and children facing gendered constraints, and the immediate evidence concerns participation, reading and material context. In estimating gender and stage-specific barriers, a valid account states the population, age or level, source, reference year and evidence status. Within evidence on gender and stage-specific barriers, the combined indicator should not erase the different meanings of schooling deprivation and reading proficiency.[REF-03] [REF-14] [REF-38] [REF-65]
The principal risk is that parity hides low levels or opposing local gaps. In estimating gender and stage-specific barriers, this can create a false comparison, hide excluded learners or turn an aggregate signal into an individual label. Within evidence on gender and stage-specific barriers, review should reconstruct who enters each component, how the denominator is formed and which observations, links or assumptions support the estimate.[REF-03] [REF-14] [REF-38]
The recommended response is to publish levels and relevant mechanisms. Within evidence on gender and stage-specific barriers, publication should preserve component values, source identity, population coverage, threshold, observation year, model status and uncertainty. For interpretation of gender and stage-specific barriers, when a later estimate changes, the earlier evidence record should remain dated and available. For migration, language and exposure, the affected population is migrant and displaced children, and the immediate evidence concerns arrival, instructional language and time in education. In estimating migration, language and exposure, a valid account states the population, age or level, source, reference year and evidence status. Within evidence on migration, language and exposure, the combined indicator should not erase the different meanings of schooling deprivation and reading proficiency.[REF-31] [REF-39] [REF-42] [REF-69]
The principal risk is that movement is treated as ability or institutional fault. In estimating migration, language and exposure, this can create a false comparison, hide excluded learners or turn an aggregate signal into an individual label. Within evidence on migration, language and exposure, review should reconstruct who enters each component, how the denominator is formed and which observations, links or assumptions support the estimate.[REF-31] [REF-39] [REF-42]
The recommended response is to retain common standards with exposure evidence. Within evidence on migration, language and exposure, publication should preserve component values, source identity, population coverage, threshold, observation year, model status and uncertainty. For interpretation of migration, language and exposure, when a later estimate changes, the earlier evidence record should remain dated and available. In policy use of migration, language and exposure, a bounded range is preferable to unwarranted precision.[REF-39] [REF-42] [REF-69]
Evidence for migration, language and exposure should distinguish direct observation, linked assessment and modelled value. Within evidence on intersection, sample and confidentiality, the combined indicator should not erase the different meanings of schooling deprivation and reading proficiency.[REF-08] [REF-09] [REF-20] [REF-38]
The principal risk is that unstable small estimates support firm ranks or expose people. In estimating intersection, sample and confidentiality, this can create a false comparison, hide excluded learners or turn an aggregate signal into an individual label. Within evidence on intersection, sample and confidentiality, review should reconstruct who enters each component, how the denominator is formed and which observations, links or assumptions support the estimate.[REF-08] [REF-09] [REF-20]
The recommended response is to select relevant intersections and protect disclosure. Within evidence on broad curriculum and later progression, the combined indicator should not erase the different meanings of schooling deprivation and reading proficiency.[REF-13] [REF-22] [REF-27] [REF-53]
The principal risk is that indicator pressure displaces science, arts or social learning. In estimating broad curriculum and later progression, this can create a false comparison, hide excluded learners or turn an aggregate signal into an individual label. Within evidence on broad curriculum and later progression, review should reconstruct who enters each component, how the denominator is formed and which observations, links or assumptions support the estimate.[REF-13] [REF-22] [REF-27]
The recommended response is to add support while preserving curriculum breadth. Within evidence on broad curriculum and later progression, publication should preserve component values, source identity, population coverage, threshold, observation year, model status and uncertainty. For interpretation of broad curriculum and later progression, when a later estimate changes, the earlier evidence record should remain dated and available.
