Minimum Public Reporting for Education Recovery Measures
A global standards-interpretive study of minimum disclosure, fiscal and service evidence, equity, correction and public accountability
Education recovery measures adopted during economic contraction require a public account that is timely enough to protect learners and exact enough to prevent expenditure announcements from being mistaken for educational results. The global crisis had reduced growth, trade, employment and fiscal room while Education for All monitoring continued to show large inequalities in access, quality and finance. The evidence available by 22 November 2009 did not establish one common education outcome across countries. It did establish a need to distinguish risk, authorised response, delivery and result.
