Education recovery measures adopted during economic contraction require a public account that is timely enough to protect learners and exact enough to prevent expenditure announcements from being mistaken for educational results. The global crisis had reduced growth, trade, employment and fiscal room while Education for All monitoring continued to show large inequalities in access, quality and finance. The evidence available by 22 November 2009 did not establish one common education outcome across countries. It did establish a need to distinguish risk, authorised response, delivery and result.

An Education for All financing gap is not a directly observed quantity. It is the residual of at least three estimates: the cost of a specified path towards specified education goals, the domestic public resources expected to finance that path, and the external resources expected to be available for the same activities and years. Each term contains choices about population, participation, service standards, prices, implementation pace and probability. A headline amount is therefore intelligible only when its boundary and components accompany it.

Education is financed through taxation, public borrowing, intergovernmental transfers, external assistance, household payment, time, employers and community contribution. The person making an immediate payment is not always the person bearing the final economic burden, and the institution receiving an allocation is not the same as the learner receiving an educational benefit. Incidence analysis makes these relationships explicit.

The regulatory question is therefore not whether education should be centralised or decentralised in the abstract. It is whether each assigned duty is accompanied by sufficient authority, finance and capacity, and whether national government retains safeguards capable of securing basic education for every child.

An approved education budget has educational value only when it becomes a usable input at the place and time teaching occurs. Appropriation, cash release, commitment, procurement, payment, delivery and classroom use are different events. A system may report a high annual expenditure rate while textbooks arrive after the relevant term, grants reach some schools late, vacant posts remain unfilled, or funds are shifted from underserved institutions. Improving execution therefore requires attention to the whole chain from lawful authority to learner-facing service.

Education administration distributes public money, employment, access, assessment, authorisation and information. Officials frequently hold professional, family, community and financial relationships relevant to those decisions. The existence of an interest is not necessarily misconduct. Decision integrity depends on whether the interest is identified early, assessed by competent authority and managed so that public duty governs the result.

A global comparative indicator study of exclusion, household and public-finance transmission, distributional risk and protective monitoring

The global contraction has created a serious but not yet fully measured risk to educational participation. By the evidence cut-off, international assessments recorded a rapid weakening of output, trade, employment, credit and fiscal prospects. Education data, however, arrive on school-year and annual cycles and cannot yet show a complete, harmonised post-shock result. This report therefore presents a risk profile rather than an estimate of children made out of school by the crisis. It links the best available baseline on exclusion to observable household, labour-market, public-finance and service-continuity channels.
