A global quality-improvement study of educational value, equity, delivery risk and restoration under fiscal constraint

Declining or uncertain revenue requires education authorities to choose among competing claims without losing sight of the educational function each resource serves. Historical expenditure, organisational visibility and uniform percentage reductions provide administratively simple rules, but they do not show which choice protects access, teaching, safety, inclusion and progression.

A global comparative indicator study of direct costs, indirect burdens, attendance and unequal exposure to economic pressure

Schooling that is formally available may remain financially inaccessible when households must pay fees, transport, clothing, materials, meals, examinations, technology or accommodation, or when attendance removes time needed for income, preparation or care. These burdens operate together and vary across the school year. Tuition alone is therefore an inadequate measure of financial exclusion.

Financial stress intensified sharply in September and October 2008 against an existing background of high food and commodity prices and uneven progress towards Education for All. At the cutoff date, the duration and full educational effects of the disturbance cannot be known. The available official evidence nevertheless establishes a sufficient basis for preventive public action: economic conditions are unusually uncertain, household and public resources are exposed, and many education systems already face deficits in access, teachers, quality and finance.

Protecting Core Education Provision during Fiscal and Commodity Price Pressures

A global policy and regulatory synthesis on fiscal prioritisation, household protection and the continuity of essential education services

The food and fuel price surge of 2007–08 placed immediate pressure on households, public budgets and the cost of operating education services. By September 2008, international assessments described intensified balance-of-payments effects, higher inflation and increasing fiscal costs across many low- and middle-income countries, while emphasising substantial differences in exposure and policy capacity. Financial conditions were also becoming markedly uncertain. As at 10 October 2008, neither the duration nor the eventual education consequences could responsibly be stated as settled. The public duty was nevertheless clear: governments needed a disciplined method for preventing short-term adjustment from causing avoidable and potentially irreversible educational loss. For fiscal protection, the executive summary evidence must show how price or revenue pressure reaches essential education service and affected learners.

Accessible Assessment Arrangements: Standards for Fair Participation

A global standards-interpretive study of disability-related barriers, assessment validity, reasonable accommodation and educational remedy

Accessible assessment arrangements are changes to the conditions in which a learner demonstrates knowledge, skill or competence so that a disability-related barrier does not decide the result. They are neither discretionary favours nor automatic reductions of the educational standard. The governing task is to preserve fair participation while protecting the construct the assessment is intended to measure. That task now stands within the Convention on the Rights of Persons with Disabilities, which entered into force on 3 May 2008. Its provisions on equality, reasonable accommodation, accessibility and inclusive education give direct international importance to the design and administration of assessment. For accessible assessment, the executive summary evidence must show whether the intended construct is assessed without an avoidable participation barrier. Fair assessment requires the participation barrier, intended construct, effective adjustment and review route to be stated together.

Educational continuity is the sustained operation of the functions through which learners gain access, receive teaching, demonstrate achievement, progress and retain reliable records. It is not established by the administrative survival of an institution alone. A provider may remain formally open while instructional time, accessibility, staffing, assessment or learner protection has materially deteriorated.

Teacher Attrition and Vacancy Risk: Early-Warning Indicators for Education Authorities

A comparative indicator framework for anticipating teacher losses, persistent vacancies and interruption of educational service

A funded post may be vacant. A person on the payroll may be assigned outside a school, absent on the observation day, working part time or teaching a subject for which no preparation has been completed. A teacher present at school may have fewer instructional hours because the timetable, school calendar, shift arrangement or non-teaching duties reduce contact with pupils. Conversely, one teacher may serve more than one class, grade or school. Any account of teacher supply that does not preserve these distinctions can report apparent sufficiency while children receive no dependable instruction. For vacancy risk, the executive summary evidence must show whether authorised and funded staffing becomes stable instructional capacity where learners require it.

Inclusive Education after the Entry into Force of the Disability Rights Convention

A global standards interpretation of Article 24, equal participation and the duties of education authorities and institutions

The Convention on the Rights of Persons with Disabilities entered into force on 3 May 2008. Nine days later, its education provisions require immediate institutional attention. Article 24 does not merely restate a general aspiration to educate persons with disabilities. Read with the Convention’s principles, definitions and general obligations, it establishes an inclusive education system at all levels and lifelong learning, prohibits exclusion from the general education system on the basis of disability, requires access on an equal basis in the communities in which people live, and joins reasonable accommodation with support directed towards effective education. For disability inclusion, the executive summary evidence must show whether ordinary provision secures accessibility, reasonable support and equal participation. Equal participation requires the relevant duty, barrier, support and remedy to remain visible in this analysis.

Education for All at Midpoint: Progress, Distance and Data Uncertainty

A global policy and indicator assessment of progress since Dakar, the distance remaining to 2015 and the limits of available evidence

Eight years have passed since governments and international institutions adopted the Dakar Framework for Action, and fewer than eight years remain before the 2015 horizon. The midpoint does not divide implementation into two equal tasks. Progress already achieved may have reached populations that were easier to serve, while the remaining distance is concentrated among children, young people and adults facing poverty, rural isolation, disability, conflict, discrimination or weak public provision. The final margin may therefore require greater institutional effort than the first.

Regional Coordination on Learner Mobility and Qualification Transparency

A policy and regulatory synthesis on fair recognition, intelligible qualifications, supported mobility and cooperation across Europe and neighbouring regions

Learner mobility depends on a chain of public and institutional decisions made before, during and after a period of study. A person must be able to identify a suitable opportunity, understand its academic and financial conditions, obtain permission and support to participate, carry a reliable record of learning, and secure a fair decision on the effect of that learning on return or progression. Regional cooperation has produced instruments for each part of this chain. Yet the existence of instruments does not by itself make mobility dependable. The central policy question in February 2008 is whether national authorities and institutions use common principles consistently enough for a learner to move without avoidable loss of time, credit, status or opportunity.
