School Participation and Household Costs: Indicators of Financial Exclusion

A global comparative indicator study of direct costs, indirect burdens, attendance and unequal exposure to economic pressure

Schooling that is formally available may remain financially inaccessible when households must pay fees, transport, clothing, materials, meals, examinations, technology or accommodation, or when attendance removes time needed for income, preparation or care. These burdens operate together and vary across the school year. Tuition alone is therefore an inadequate measure of financial exclusion.

Teacher Attrition and Vacancy Risk: Early-Warning Indicators for Education Authorities

A comparative indicator framework for anticipating teacher losses, persistent vacancies and interruption of educational service

A funded post may be vacant. A person on the payroll may be assigned outside a school, absent on the observation day, working part time or teaching a subject for which no preparation has been completed. A teacher present at school may have fewer instructional hours because the timetable, school calendar, shift arrangement or non-teaching duties reduce contact with pupils. Conversely, one teacher may serve more than one class, grade or school. Any account of teacher supply that does not preserve these distinctions can report apparent sufficiency while children receive no dependable instruction. For vacancy risk, the executive summary evidence must show whether authorised and funded staffing becomes stable instructional capacity where learners require it.

Education for All at Midpoint: Progress, Distance and Data Uncertainty

A global policy and indicator assessment of progress since Dakar, the distance remaining to 2015 and the limits of available evidence

Eight years have passed since governments and international institutions adopted the Dakar Framework for Action, and fewer than eight years remain before the 2015 horizon. The midpoint does not divide implementation into two equal tasks. Progress already achieved may have reached populations that were easier to serve, while the remaining distance is concentrated among children, young people and adults facing poverty, rural isolation, disability, conflict, discrimination or weak public provision. The final margin may therefore require greater institutional effort than the first.
