Low participation in literacy provision is seldom explained by an absence of interest in learning. It more often reflects an institutional failure to make a credible offer: provision is distant or irregular; teaching times conflict with paid and unpaid work; the language of instruction is unfamiliar; materials bear little relation to the texts adults need to use; disability access is absent; previous attendance brought no visible progress; or learners reasonably fear exposure, embarrassment or social sanction. A programme that counts places without examining these conditions may be available while remaining inaccessible in practice.
