Declining or uncertain revenue requires education authorities to choose among competing claims without losing sight of the educational function each resource serves. Historical expenditure, organisational visibility and uniform percentage reductions provide administratively simple rules, but they do not show which choice protects access, teaching, safety, inclusion and progression.
