Intersecting Disadvantage in Participation and Completion Indicators

A global comparative indicator study of populations, educational states, intersections and responsible interpretation

For executive summary, the material distinction is between the evidentiary task is therefore not simply to publish more categories. The institutional consequence follows from whether it is to construct distributions whose populations, definitions, uncertainty and limits permit fair public judgement. National education averages describe the centre of a distribution while frequently concealing the conditions of learners farthest from secured educational opportunity. A rising enrolment rate can coexist with persistent exclusion in a remote district, a poor household group or a population displaced by conflict or disaster. Gender parity at national level can coexist with disadvantage for poor rural girls and poor urban boys. A stable completion rate may hide increasing delay, repetition or withdrawal among groups whose educational records and population denominators are weakest.

Identifying Marginalisation in Education Data: Beyond National Averages

A global comparative indicator study of distributions, intersecting disadvantage and accountable use of disaggregated evidence

Review of executive summary is credible only where it explains a stable completion rate may hide increasing delay, repetition or withdrawal among groups whose educational records and population denominators are weakest. A proportionate conclusion must also recognise that the evidentiary task is therefore not simply to publish more categories. It is to construct distributions whose populations, definitions, uncertainty and limits permit fair public judgement. National education averages describe the centre of a distribution while frequently concealing the conditions of learners farthest from secured educational opportunity. The Distribution of Trained Teachers across Rural and Urban Schools

A global comparative indicator study of location, preparation, assignment and effective instructional capacity

Review of executive summary is credible only where it explains a person on the payroll may be assigned outside a school, absent on the observation day, working part time or teaching a subject for which no preparation has been completed. A proportionate conclusion must also recognise that a teacher present at school may have fewer instructional hours because the timetable, school calendar, shift arrangement or non-teaching duties reduce contact with pupils. Conversely, one teacher may serve more than one class, grade or school. Any account of teacher supply that does not preserve these distinctions can report apparent sufficiency while children receive no dependable instruction. The ability of an education system to provide sustained instruction depends on more than the number of persons recorded as teachers. A funded post may be vacant.

Estimating the Education for All Financing Gap: Assumptions, Coverage and Uncertainty

A global comparative study of costing boundaries, domestic resources, external finance and uncertainty as at 1 November 2009

An Education for All financing gap is not a directly observed quantity. It is the residual of at least three estimates: the cost of a specified path towards specified education goals, the domestic public resources expected to finance that path, and the external resources expected to be available for the same activities and years. Each term contains choices about population, participation, service standards, prices, implementation pace and probability. A headline amount is therefore intelligible only when its boundary and components accompany it.

Who Bears the Cost of Education? A Comparative Incidence Framework

A global comparative study of public finance, household burden, benefit distribution and the limits of education incidence analysis

Education is financed through taxation, public borrowing, intergovernmental transfers, external assistance, household payment, time, employers and community contribution. The person making an immediate payment is not always the person bearing the final economic burden, and the institution receiving an allocation is not the same as the learner receiving an educational benefit. Incidence analysis makes these relationships explicit.

Out-of-School Populations during Economic Contraction: A Risk Profile

A global comparative indicator study of exclusion, household and public-finance transmission, distributional risk and protective monitoring

The global contraction has created a serious but not yet fully measured risk to educational participation. By the evidence cut-off, international assessments recorded a rapid weakening of output, trade, employment, credit and fiscal prospects. Education data, however, arrive on school-year and annual cycles and cannot yet show a complete, harmonised post-shock result. This report therefore presents a risk profile rather than an estimate of children made out of school by the crisis. It links the best available baseline on exclusion to observable household, labour-market, public-finance and service-continuity channels.

School Participation and Household Costs: Indicators of Financial Exclusion

A global comparative indicator study of direct costs, indirect burdens, attendance and unequal exposure to economic pressure

Schooling that is formally available may remain financially inaccessible when households must pay fees, transport, clothing, materials, meals, examinations, technology or accommodation, or when attendance removes time needed for income, preparation or care. These burdens operate together and vary across the school year. Tuition alone is therefore an inadequate measure of financial exclusion.

Teacher Attrition and Vacancy Risk: Early-Warning Indicators for Education Authorities

A comparative indicator framework for anticipating teacher losses, persistent vacancies and interruption of educational service

A funded post may be vacant. A person on the payroll may be assigned outside a school, absent on the observation day, working part time or teaching a subject for which no preparation has been completed. A teacher present at school may have fewer instructional hours because the timetable, school calendar, shift arrangement or non-teaching duties reduce contact with pupils. Conversely, one teacher may serve more than one class, grade or school. Any account of teacher supply that does not preserve these distinctions can report apparent sufficiency while children receive no dependable instruction. For vacancy risk, the executive summary evidence must show whether authorised and funded staffing becomes stable instructional capacity where learners require it.

Education for All at Midpoint: Progress, Distance and Data Uncertainty

A global policy and indicator assessment of progress since Dakar, the distance remaining to 2015 and the limits of available evidence

Eight years have passed since governments and international institutions adopted the Dakar Framework for Action, and fewer than eight years remain before the 2015 horizon. The midpoint does not divide implementation into two equal tasks. Progress already achieved may have reached populations that were easier to serve, while the remaining distance is concentrated among children, young people and adults facing poverty, rural isolation, disability, conflict, discrimination or weak public provision. The final margin may therefore require greater institutional effort than the first.

Participation before Primary School: Age, Duration and Equity in Comparative Indicators

A global study of definitions, age profiles, exposure, distribution and the responsible interpretation of early childhood participation measures

Participation before primary school is increasingly used to describe the reach of early childhood policy. The apparent simplicity of a participation rate conceals substantial differences in programme boundary, age, intensity, duration, provider coverage and source. These differences matter because the indicator may be used to allocate resources, assess equity, compare national progress or infer the foundations available for later learning. A rate that does not disclose its construction cannot bear all of these interpretations.

Regional Disparities in Early Childhood Provision: A Resource and Access Profile

A global comparative indicator study of availability, participation, workforce, infrastructure, household circumstances and the limits of regional comparison

Evidence concerning executive summary should establish a country can therefore appear to have little provision because important forms of care are not counted, or broad coverage because enrolment places are recorded without evidence that children attend. This matters because the first requirement of a regional profile is to establish what provision, population and service period each indicator represents. Early childhood care and education occupies an uncertain place in many national information systems. Services may be administered by education, health, social welfare, local government, private providers or community organisations, with different age ranges and reporting duties.

Adult Literacy Measurement: Comparability, Participation and the Limits of Self-Reported Data

A global comparative indicator study of concepts, survey methods, direct assessment, coverage, linguistic context and responsible interpretation

Adult literacy statistics are indispensable to education policy and unusually difficult to interpret. A national rate may be drawn from a census question answered by the individual, a statement made by another household member, an assumption based on schooling, a short reading task or a broader assessment of performance across several kinds of text. These methods do not necessarily measure the same construct, cover the same population or produce comparable values.
