A global comparative indicator study of participation boundaries, learning exposure, equity and public reporting

Adult participation in education and training is a central measure of lifelong learning, social inclusion, skills development and the capacity of communities to respond to change. Yet the familiar headline percentage is unusually sensitive to definition. The reported value changes with the adult age range, the reference period, the boundary between formal, non-formal and informal learning, the treatment of very short activities, household coverage and the questions used to prompt recall. Two rates bearing the same name may therefore represent different populations and different amounts of learning.

Equity concerns how opportunity, service and result are distributed across the population. These dimensions require different observations, but they must be capable of being read together.

Comparative interpretation of executive summary depends upon a country can raise its average enrolment, completion or achievement while a poor, remote, disabled, linguistic-minority or otherwise disadvantaged population experiences little change. A contrary reading would overlook that the same national result can arise from broad improvement, concentrated gains at the top, altered population composition or the statistical disappearance of people who are hardest to observe. Public reporting must therefore show the distribution beneath the headline. National averages remain necessary for describing the scale and direction of education systems, but they are not sufficient evidence of equal educational opportunity.

The evidentiary task is therefore not simply to publish more categories. It is to construct distributions whose populations, definitions, uncertainty and limits permit fair public judgement.

The framework therefore distinguishes scheduled time, available institutional time, delivered teaching time, learner attendance and purposeful learning time. These layers should be connected but not substituted for one another.

In others boys face greater exposure to recruitment, detention, hazardous work or security suspicion. These mechanisms can operate together, change over time and affect entry, attendance, progression, examination and completion differently. A single female-to-male ratio cannot represent the full effect.
