Leadership responsibilities
Institutional leadership is responsible for ICEQC's purpose, legal compliance, financial stewardship, public identity and the integrity of the standards and certification systems. Operational authority is delegated through recorded mandates rather than inferred from job title or commercial responsibility.
Governing authority
Approves institutional policy, reserved decisions and the accountability arrangements for ICEQC activities.
Secretariat
Coordinates official correspondence, records, publications, applications and authorized implementation.
Standards authorities
Control drafting, technical review, consultation, approval, publication, revision and withdrawal of controlled documents.
Certification authorities
Control assessment appointments, technical review, certification decisions, status actions and appeals.
Separation of authority
- Commercial or application coordination does not determine conformity.
- An assessor does not make the final certification decision on the assessment conducted.
- A person involved in the original decision does not determine the resulting appeal.
- Conflicts of interest are declared, evaluated and controlled before assignment.
Public accountability
ICEQC publishes the institutional structure and the functions that affect standards and certification outcomes. Formal requests concerning a specific authority, decision record or authorized representative should be directed to the Secretariat with the relevant document, application or certificate reference.
