Role of the core requirements
The core requirements provide a common basis for subjects that recur across education organizations, learning services, digital education and related certification objects. They are applied through a certification scheme that defines the object, scope, evidence route, decision conditions and cycle controls.
A core requirement is not interpreted in isolation from its applicability conditions or the facts of the certified scope. Applicable sector modules may add requirements; they do not reduce the common core.

Governance and accountability
Purpose, authority, integrity, risk, resources, legal dependencies and management responsibility.
Education design and delivery
Learner needs, intended outcomes, curriculum or service design, implementation, assessment and improvement.
Learners and personnel
Information, access, participation, support, protection, competence, feedback, complaints and fair treatment.
Information and technology
Records, data, privacy, security, accessibility, digital systems, continuity and responsible automated functions.
