Executive summary

The 2024 recommendations of the United Nations Secretary-General's High-Level Panel on the Teaching Profession provide an authoritative policy reference for understanding professional conditions. They should be interpreted according to their status: recommendations guide public action and review, but do not by themselves establish national implementation or determine an individual employment claim.

Professional conditions include fair and reliable compensation, contractual security, manageable workload, preparation and collaboration time, professional learning, leadership support, safety, social dialogue, voice and the resources required to teach. These conditions are connected to recruitment, retention, inclusion and learning, but causal claims require suitable evidence.

Workload should be interpreted beyond classroom hours. Preparation, assessment, feedback, meetings, learner support, administrative duties, professional learning and leadership responsibilities are necessary work.
