Executive summary
Instructional leadership should be strengthened as a coherent professional pathway. Role definition, selection, preparation, appointment, induction, ongoing support and review should reflect the authority leaders actually hold and the educational conditions they are expected to improve. Isolated training cannot correct an unclear mandate, inadequate staffing or absent system support.
Role definition should distinguish instructional, organizational, safeguarding, financial, community and personnel responsibilities. It should also identify decisions reserved to other authorities. This mapping supports fair selection and prevents leaders being held accountable for outcomes without the competence or resources to act.
Selection should be transparent, equitable and connected to demonstrated responsibilities. Evidence may include reasoned work on curriculum, inclusion, professional collaboration, ethical judgement and improvement. A single interview or prior title is insufficient. Criteria should be published, accessible and consistently applied.
Preparation should combine knowledge with supported practice. Candidates should interpret duties, examine learner work, facilitate professional enquiry, respond to access barriers, use evidence responsibly and explain decisions. Practice should be assessed with feedback and attention to context.
