Gender Parity Commitments and the Public Duty to Address Persistent Participation Gaps

A policy and measurement framework for moving from aggregate enrolment ratios to equal participation, progression and educational conditions

The international commitment to eliminate gender disparities in primary and secondary education by 2005 has created a clear point of public accountability. It has also exposed a methodological risk. A country can approach equal female and male enrolment ratios while substantial inequality remains in entry, attendance, progression, completion, subject choice, treatment, safety, learning and transition to further education. Conversely, a gender parity index can move towards one because participation deteriorates among boys rather than because girls gain access. The public duty is therefore not discharged by one ratio or one national average.

A policy and measurement framework for tracing public finance from allocation to educational service and benefit

Public expenditure is indispensable to the expansion and quality of basic education. It finances teachers, institutions, learning materials, facilities, administration and support that households cannot be expected to provide equitably. Yet an expenditure total cannot show by itself whether funds were released, reached institutions, produced an operating service, benefited poorer or underserved learners, or improved educational conditions. The central public-finance question is therefore not only how much is spent, but how resources are classified, distributed, converted into service and sustained.

Education for Sustainable Development: Implications for National Quality Policy

A policy framework for aligning educational purpose, curriculum, institutional conditions and public accountability at the commencement of the United Nations Decade

The United Nations Decade of Education for Sustainable Development commenced on 1 January 2005. Its opening presents governments with a policy question that cannot be answered by adding a discrete environmental topic to an already crowded curriculum. The international mandate concerns the orientation of education itself: the purposes it serves, the knowledge and judgement it develops, the conditions under which learning takes place, and the capacity of learners and institutions to respond responsibly to interdependent social, economic and environmental pressures. National quality policy is therefore one of the principal means through which the commitment will acquire practical effect.
